Phillips 66 & YOU - Together we can fuel the future The Instrument and Controls Systems (ICS) Engineer

provides leadership, technical expertise, and business perspective in all areas related to refinery instrumentation controls and automation systems. This role is responsible for coordination of both improvement and new projects. This role will involve capital project execution, engineering, procurement, and construction. This role ensures projects are technically sound and that they achieve safety, reliability and environmental objectives and are consistent with PSM management of change.

Responsibilities

Staying current on instrumentation, controls, and automation technologies

Scoping, developing and approving ICS projects, which includes hardware and software design specification, testing, graphics, commissioning, and start-up

Promoting and assisting with the development of standards, best practices, and guidelines in the areas of industrial control systems, and field instrumentation with both corporate and site staff

Identification, development and sharing of automation and controls systems best practices for the company through internal and external networking

Identification, development and sharing of instrumentation best practices for the company through internal and external networking

Coordinating FEL and detailed engineering with other engineering disciplines to ensure projects are technically sound, cost effective and customer focused

Ensuring project scope and cost is controlled and change is managed

Reviewing project design packages and providing design input to ensure that site requirements are met establishing project priorities, deliverables and deadlines aligned with projects strategies

Successfully managing competing priorities and multiple projects simultaneously. Accountable for managing time to deliver on commitments

Qualifications Required:

Bachelor's degree or higher in Engineering or equivalent discipline

10 or more years' experience in refining, petrochemical, chemical or other manufacturing related industry

Technical expertise with DCS and SIS equipment and software

Experienced in industrial field instrumentation design and installation

Ability to apply technical expertise to problem solving while achieving broad business objectives

Personal discipline to balance short-term demands with long-term objectives

Preferred:

Bachelor's degree or higher in Electrical Engineering or Chemical Engineering

Experience and understanding of plant maintenance, operations, and project execution practices

Experience in development of control narratives, C&E, alarm rationalization, and other controls related documents

Ability to direct activities and priorities of others through influence

Ability to develop and communicate clear and specific strategies and tactics

Accepts ownership, is accountable, and delivers on commitments
