POSITION: Director of Operations OFFICE: Mayor's Office of LGBTQ Affairs (MOLGBTQA) OPEN: October 8, 2025 CLOSED: October 24, 2025 GRADE: Excepted Service, Grade 6 (ES-6) SALARY: $91,865.97 This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire. Current District of Columbia residents will receive priority and advanced preference for screening and interviews. BACKGROUND: The Mayor’s Office of Lesbian, Gay, Bisexual, Transgender and Questioning Affairs (MOLGBTQA) is a permanent, cabinet-level office within the Office of Community Affairs in the Executive Office of the Mayor, established by statute through the Office of Gay, Lesbian, Bisexual and Transgender Affairs Act of 2005. The District of Columbia supports LGBTQIA+ rights and has a high concentration of LGBTQIA+ residents. MISSION: MOLGBTQA addresses concerns of the LGBTQIA+ community by empowering young leaders, supporting LGBTQIA+ business owners, building a cohesive community across all eight wards, and providing resources for at-risk populations. An Advisory Committee, appointed by the Mayor, helps define issues and leverage government resources. ROLE SUMMARY: The Director of Operations serves as an advisor to the Director and leader in MOLGBTQA, managing a portfolio of priority projects and supervising staff in the operation, planning, execution, and evaluation of their portfolios. Major duties

Strengthen partnerships between the District’s LGBTQIA+ community, MOLGBTQA, and organizations serving the LGBTQIA+ community. Draft strategic plans, briefs, and memos for the Office. Participate in speaking engagements, panels, and lectures to further the Office’s mission and reach. Communications: Work with MOLGBTQA, the Mayor's Office of Community Affairs, and Executive Office of the Mayor communications teams to disseminate information and respond to inquiries. Policy development: craft policy with collaboration from agency and community stakeholders including the Advisory Committee. Relationship/Coalition building: identify areas of need in the city’s LGBTQIA+ community. Advise and provide technical resources to the Advisory Committee for planning and joint work efforts. Co-facilitate LGBTQIA+ Competency Trainings for the District Government Workforce in collaboration with the DC Department of Human Resources as needed. Analyze data to identify priorities and develop/directed work-plans. Coordinate services among District agencies to ensure timely responses to community concerns. Collaborate with other Community Affairs Agencies on community engagement strategies. Supervise staff, as needed. Perform other duties as assigned. Competencies, knowledge, skills, and abilities

Ability to communicate effectively with a wide range of audiences, including senior government officials. Ability to organize and manage projects; review, analyze, and evaluate data; prepare analytical reports. Oral and written communication with tact and persuasion to gain acceptance of program views. Ability to work with diverse communities respectfully; comfort with terminology and pronouns. Experience with issues facing marginalized LGBTQIA+ communities (transgender and gender non-conforming, people of color) across all eight wards. Knowledge of mission, policies, operating procedures, and program services of partnering agencies. Knowledge of analytical and evaluative theories and practices relevant to policy interpretation and service requirements. Demonstrated connections to the District LGBTQIA+ community. Minimum qualifications

Minimum of two years working in public policy, community engagement, or government field. Direct experience and knowledge of the LGBTQIA+ community and/or LGBTQIA+ issues, including homelessness, senior issues, youth issues, economic issues, public safety, immigration, faith/civil rights, transgender issues, or LGBTQIA+ equality. Work environment

The work is performed primarily in-person. Times in the field are frequently required for related events. Security and residency

Security-sensitive : This position is deemed security sensitive and subject to enhanced suitability screening. Residency requirement : New appointees must be District of Columbia residents at the time of appointment or become residents within 180 days.
