Overview

Under general direction, plans, organizes, directs, oversees, coordinates, and reviews the work of staff operating the County’s municipal solid waste landfill; manages the countywide integrated waste management plan to include contracts for franchise solid waste collection, household hazardous waste events, and material-specific recycling; assists with integrated waste project and program delivery; assists to develop annual division budget, capital improvement plan, and strategic plan; ensures proper compliance with the State and Federal regulations for landfill operations; supervises equipment operation and maintenance activities at the County landfill facility; and performs related duties as assigned.

Licensing and Certifications

  • Possession of a valid California Class A or Class B driver’s license with tank endorsement, and a satisfactory driving record.
  • Solid Waste Association of North America Manager of Landfill Operations certification, or the ability to obtain certification within one (1) year from date of appointment.
  • Solid Waste Association of North America Managing Integrated Solid Waste Management Systems certification, or the ability to obtain certification within one (1) year from date of appointment.

Education and Experience

  • Five (5) years of increasingly responsible work experience in program planning, development, solid waste management, and environmental compliance AND two (2) years of experience in a lead, supervisory, or management capacity, which may be inclusive to the five years.
  • Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in engineering, construction technology, planning, or a closely related field is preferred.
  • Practical experience with principles and practices of organization administration, budgeting, and personnel management for a public agency is preferred.
  • Additional directly related experience and/or education may be substituted.

Distinguishing Characteristics

The incumbent is responsible for supervising staff, as well as planning and scheduling operations at the County landfill site for solid waste disposal, and oversight of the county integrated solid waste management plan.

This is a discrete classification. The incumbent in this management position serves at the pleasure of his/her appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.

This classification is designated as a Department of Transportation Safety Sensitive position. Incumbents are subject to drug and/or alcohol testing and must comply with all applicable drug and alcohol policies, procedures, laws, rules, and regulations.

Positions in the Integrated Solid Waste Manager I/II series are flexibly staffed. Incumbents may advance to the higher classifications after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

The Integrated Solid Waste Manager I classification is distinguished from the Integrated Solid Waste Manager II classification in that incumbents do not possess a Professional Civil Engineer with the California Board for Professional Engineers, Land Surveyors, and Geologists.

Supervision

Receives general supervision from Public Services Director. Provides supervision to Landfill Operations Supervisor, Staff Services Specialist, Solid Waste Heavy Equipment Operator; Weighmaster; and other staff, as assigned.

Examples of Essential Duties

  • Manages and coordinates all aspects of landfill site operations, including supervision, planning, development, construction, operations, and inspections, to ensure that the landfill is managed in an efficient, effective, and environmentally sound manner.
  • Manages the County’s franchise solid waste collection and disposal contracts; ensures contractors are in compliance with franchise service agreement requirements.
  • Plans, organizes, implements, and oversees solid waste diversion, reduction, recycling, and public information programs.
  • Anticipates potential regulatory changes and develops appropriate plans and best management practices for implementation.
  • Ensures regulatory testing of air, water, and landfill-gas are performed and remain within acceptable parameters.
  • Ensures compliance with all regulations pertinent to the County’s landfill permit.
  • Responds to new regulatory requirements.
  • Effectively and efficiently resolves compliance issues.
  • Participates in the selection of staff.
  • Assists with developing and implementing department goals, objectives, and policies.
  • Supervises, trains, and evaluates the work of assigned staff.
  • Maintains professional working relationships with consultants, contractors, the public, and regulators.
  • Assist in balancing both internal and external stakeholder interests.
  • Assumes primary responsibility for minimizing operational costs while maximizing productivity through analyzing and improving processes, procedures, and performance.
  • Directs and builds refuse cells in the landfill to ensure proper solid waste disposal.
  • Directs and builds slopes and needed access roads with proper drainage to ensure clean water, safe passage, and no off-site leachate runoff.
  • Inspects and operates pumps and a Class II leachate pond.
  • Develops and implements programs related to preventive maintenance and repair of equipment and the landfill facility.
  • Plans, schedules, and maintains records of vehicle and equipment use and waste disposal.
  • Provides safety training for staff.
  • Advises other management staff regarding solid waste disposal.
  • Prepares reports regarding solid waste disposal activities.
  • Assists with the development and administration of the solid waste budget.
  • Assists with long and short-term project planning and integrated solid waste program development, capital improvement plan, and strategic plan.
  • Serves as a liaison with other County departments and state and federal agencies regarding proper disposal of solid waste and management of household hazardous waste and recyclable material.
  • Monitors and reviews trends in solid waste management, technology, new laws affecting solid waste management policy, and recommends operational and policy improvements.
  • Oversees and prepares solicitations to provide materials and services; administers and manages contracts.
  • Organizes and makes presentations to the public, local organizations, regulators, media, and elected officials related to solid waste management.
  • Serves as the County subject matter expert for integrated solid waste management.
  • Requisitions materials, equipment, and supplies, maintaining proper inventory levels for site operation and maintenance.
  • Prepares reports regarding landfill site operations and crew activities, including reports regarding the use of materials, supplies, and equipment.
  • Operates various heavy-power-driven maintenance, construction, and repair equipment as needed to maintain site services and operations.
  • Performs related duties as assigned.

Minimum Qualifications

Knowledge of:

  • Organization and management practices as applied to the development, analysis and evaluation of integrated solid waste programs, policies, and operational needs.
  • Operation and maintenance of a landfill facility.
  • Laws, ordinances, rules, and regulations applicable to solid waste disposal.
  • Principles, practices, and techniques of hazardous waste management.
  • Operation and maintenance requirements of disposal/collection/transfer vehicles and heavy equipment, including state and federal inspections programs.
  • Safe work practices and safety regulations, including OSHA regulations.
  • Principles, methods, and procedures of budget development, expenditure control, fiscal administration, and asset planning.
  • Principles of management supervision, training, and work evaluation.
  • Techniques for providing a high level of customer service by effectively interacting with the public, vendors, contractors, regulators, stakeholders, and County staff.
  • Modern equipment and communication tools used for business functions and programs, project, and task coordination, including computers and software programs relevant to work performed.

Ability to:

  • Plan, organize, supervise, and manage the landfill site operation and maintenance functions.
  • Read, understand, and apply new and existing laws, ordinances, rules, and regulations applicable to integrated solid waste management and disposal.
  • Inspect equipment and estimate the extent of priority and cost of needed repairs.
  • Provide supervision, training, and timely work evaluations for assigned staff.
  • Prepare, compile, and present operations, maintenance and repair reports, and other information.
  • Use office equipment, including computer, telephone, calculator, copiers, and fax machines.
  • Effectively represent the County in responding to inquiries, providing assistance, and dealing with the public for integrated solid waste matters.
  • Operate heavy power-driven equipment.
  • Develop and administer budgets and/or grants related to assigned areas of responsibility.
  • Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Constantly demonstrate cooperative behavior with colleagues, supervisors, and customers/clients.
