Under the general direction of the designated supervisor, the incumbent performs professional accounting duties in the maintenance and review of accounting and fiscal records and transactions. Conducts internal reviews of financial records, systems, and procedures. Provides assistance to supervisor and department managers and/or the general public regarding financial and accounting activities pertaining to department programs, services, or grant related activities. Handle monthly reconciliations for the City\'s three pension plans. This job has no supervisory responsibilities.
Responsibilities and Reporting During an Emergency Situation: Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice. Non Essential Employees will not be required to work during a declared emergency. The employee\'s Department Head will determine when the employee will be required to work.

Responsibilities
- Monitors and analyzes financial transactions related to funds management, investments, expenditures, bank account reconciliation, accounts receivables/payables, payroll, and similar operations.
- Prepares journal entries for interdepartmental transfers, daily wire transfers, and monthly recurring accounts.
- Reviews and compares monthly bank statements to the general ledger. Identifies and reconciles differences, and records all interest earnings.
- Performs financial and accounting functions for the reconciliation and reporting of assigned program areas, such as grants, debt, and fixed assets.
- Maintains automated and manual files for assigned program areas, including databases, spreadsheets, correspondence, regulatory references, and financial records.
- Verifies procurement card usage reports to monthly statements. Reconciles differences, prepares reports and related journal entry to record departmental expenditures.
- Prepares year-end schedules and compiles supporting documentation for the annual audit performed by external auditors.
- Prepares financial statements in accordance with Generally Accepted Accounting Principles for the Annual Comprehensive Financial Report.
- Coordinates the distribution of the Annual Comprehensive Financial Reports.
- Operates a vehicle when travel is required to participate in meetings at other facilities, and to attend conferences.
- This position requires regular and reliable attendance and the employee\'s physical presence at the workplace

Knowledge, Skills and Abilities
- Proficient in the use of word processing, spreadsheet, database and accounting software.
- Possess strong problem-solving skills and is able to work independently.
- Skill to speak clearly and persuasively in positive or negative situations.
- Ability to communicate effectively in oral and written form.
- Ability to establish and maintain effective working relationships.
- Ability to operate necessary equipment, including personal computer, calculator, printer, copier, facsimile and other standard office equipment.
Qualifications
- Bachelor\'s degree in Accounting, Finance, or Business Administration from an accredited college or university. Accountant experience and/or training that provides the required knowledge, skills, and abilities may be substituted for the degree
- Two (2) years of experience in finance, accounting or related work
- Must possess a valid Florida Driver\'s License with an acceptable driving record.
Preferred Qualifications
- CGFO (Certified Government Finance Officer) or CPFO (Certified Public Finance Officer) preferred.

- Works in an office environment and sits for long periods of time
