Client Relations Specialist @ MGT | Business Development Manager specializing in staffing

MGT is seeking an experienced HR Generalist to fill a temporary assignment for Lake County, IL. Selected candidate will be an employee of MGT for a minimum of three months with services contracted to Lake County, IL.

Responsibilities

  • Timely and professionally respond to inquiries from and provide assistance along with advice to employees, retirees and applicants on topics including recruitment processes, IMRF/SLEP (retirement benefits), 457 Plans, Personnel Policies, medical, dental, optical and life insurance and other employee benefit provisions.
  • Provide technical and professional assistance in the administration of Human Resources functions; develop program revisions and procedural changes; participate on and facilitate committees to provide input and recommendations.
  • Conduct research, gather and analyze data, transform data into reports for technical and non-technical audiences; use statistics to analyze data to answer questions or support potential changes; conduct surveys and provide recommendations.
  • Collaborate with team members and supervisors to identify and resolve Human Resources issues.
  • Develop and maintain HR-related data in information systems, databases, records and files.
  • Implement recruitment and selection strategies; provide guidance to improve recruitment processes to recruit and retain a highly qualified and diverse workforce.
  • Participate in new hire onboarding processes and annual open enrollment processes.
  • Consult with employees regarding benefit changes and options; input changes to employee benefits (IMRF/SLEP, insurance, 457) into systems.
  • Process applications for FMLA and respond to employees and supervisors.
  • Perform other duties as assigned by supervisor.

Knowledge, Skills, Abilities

  • Basic knowledge of federal, state and local laws, regulations and court decisions related to HR.
  • Knowledge of or ability to learn public HR administration principles including recruitment, testing, selection, classification and compensation, EEO, employee relations, labor relations, development and performance appraisal.
  • Ability to learn Lake County HR policies and labor contract provisions.
  • Ability to multi-task with attention to detail; knowledge of HR program development trends and ability to implement programs.
  • Ability to apply research methods and data analysis techniques.
  • Skills in change management, problem-solving and conflict resolution.
  • Discretion and confidentiality in handling information and records.
  • Clear written and verbal communication; ability to prepare clear reports and documents.
  • Ability to build effective working relationships across departments and with external partners; ability to collaborate with diverse groups and facilitate inclusive participation.
  • Ability to communicate cross-culturally.

Education & Experience

  • Bachelor’s degree in Business Administration, Public Administration, Human Resources, or related field preferred.
  • 2–3 years of progressively responsible HR service delivery or general office administration experience, with ability to grow within HR functions.
  • Equivalent combinations of education and experience may be considered.

Required Qualifications

  • Workday experience required.
  • Experience with benefits enrollment.
  • Strong background in employee relations, investigations, disciplinary actions, and complaints.
  • Proven customer service skills and ability to communicate effectively across leadership levels.
  • Comfortable handling confidential business information.

Preferred Qualifications

  • Experience with data analysis.
  • Familiarity with labor/union relations.

Physical Demands

  • Office work; ability to stand or walk some of the time; up to 10 pounds of force; high dexterity for office equipment.
  • Normal vision and hearing; ability to communicate with a diverse clientele.
