NYC Department of Health and Mental Hygiene . The Bureau of Child Care ensures that child care services in New York City operate in compliance with the NYC Health Code and NYS Social Service regulations. It monitors programs to protect health and safety and works to improve access to high-quality programs supporting early childhood development and learning. The Bureau seeks to hire a Borough Director to provide leadership and oversight for its Bronx licensing office. Responsibilities
Manage the borough’s office, inspection, licensing and enforcement operations. Oversee issuance of permits, licenses and registrations to child care operators within the Bronx. Direct a diverse workforce of more than 50 supervisors, inspection staff and office-based employees. Oversee data collection and reporting to monitor performance, inform strategic planning and guide bureau decision-making. Review and inform enforcement actions involving child care providers including suspensions and revocations of permits. Interpret NYC Health Code Regulations and Bureau policies to ensure consistent regulatory application. Ensure timely response and determination of complaints and critical incidents. Represent the Bureau in cooperation with other governmental agencies and community organizations to establish and improve quality standards in the child care delivery system. Preferred Skills
Extensive working knowledge of city, state and federal child care regulations and the NYC child care delivery system. Excellent oral and written communication skills. Ability to analyze and modify organizational structures with a focus on improvement, accountability and control. Ability to distill complex material and data into actionable recommendations. Proven ability to work effectively with a diverse workforce, program operators and stakeholders. Demonstrated leadership and supervisory abilities. Minimum Qualifications
A baccalaureate degree with 30 credits in biological/physical sciences and four years of relevant full-time experience (inspections for compliance with laws, rules, and regulations governing food, drugs and environmental sanitation; 18 months in administrative/managerial capacity); or An associate degree with 12 credits in biological/physical sciences and six years of relevant full-time experience; or Education and/or experience equivalent to the above, with at least 60 credits from an accredited college, including 12 credits in biological/physical sciences, and at least two years of experience as a public health sanitarian with supervisory experience. Residency: NYC residency is generally required within 90 days of appointment. Some City Employees may be eligible to reside in certain counties after two continuous years of service; discuss eligibility with the agency at interview.
