Overview

This is a full-time exempt position reporting to the Parks and Recreation Director. Regular work is at least 40 hours per week and the schedule will be adjusted based on the needs of the department, which includes extended hours and weekends. This position will promote, plan, design and coordinate all major Parks & Recreation special events including pre-event, day of and follow-up activities. Develop budgets, plans and timelines for all events. Collaborate with appropriate Village staff, departments and volunteers to ensure successful events including but not limited to annual holiday events, reoccurring seasonal events, and new events. This position will also be responsible for supervising and supporting events taking place in/on Parks and Recreation property and facilities. Position involves completing demands, performing multiple tasks, working to deadlines. Requires good working knowledge of Parks & Recreation operations, diverse programs and services. Must be able to work with minimal supervision and set/meet work priorities. Must be able to give clear direction to Recreation and Event Support Staff and follow up to ensure tasks are completed prior to deadline.

Collaborate with the Parks & Recreation team in identifying appropriate organization sponsors and soliciting their financial or in-kind support to meet financial event goals; including developing appropriate promotional material, and collateral for events. Prepare financial analysis reports. Prepare follow-up reports on all activities with successes, challenges, and recommendations for the Director of Parks and Recreation. Develop other revenue generating projects and research the potential for new partners and revenue generating programs. Cultivate viable funders and business supporters. Manage existing projects and business partner relationships. Contribute to Parks & Recreation's social media streams to optimize effective messaging and promote consistent, strong growth. Contribute content to website for all events and manage our website events calendar and monthly newsletter. Develops and maintains event calendars; communicates with general public, community resource agencies, and others in order to coordinate and promote program activities. Plans and monitors financial activities of assigned budgets to ensure compliance and meet performance target. Demonstrate continuous effort to improve operations, streamline work processes, and work cooperatively and jointly with customers, other staff, and outside vendors/partners. Coordinate with Lodgers Tax, Event hosts, Team Tourism, and Convention Center Staff to improve Community Events utilizing Village of Ruidoso Facilities and Parks. Participates as a part of the Department's management team to plan programs and activities and coordinate special events to include athletic/recreation events; develops and delivers presentations on youth programming, recreation activities, and special events to Village Manager, Parks and Recreation Board, Village Council, and community groups and organizations; serves as primary point of contact for all Parks and Recreation events and/or public events that occur on/in our facilities/parks. Ensure that employees and clients of all races, religions, family backgrounds and cultures are treated with respect and consideration. Serve as liaison and Parliamentarian to Village Lodgers Tax Committee. Coordinate with Tourism Director to establish Lodger's Tax Committee agenda notices, packets, documentation, conduct meetings, transcribe minutes, etc. for regular and special public meetings. Maintain records for Lodger's Tax Committee, such as agenda notices, minutes, meeting packets, agreements, etc. Other Responsibilities or Job Requirements

Assists the Parks and Recreation Department in hiring supporting personnel. Attend meetings, trainings, and workshops as required or necessary Must maintain a high level of computer abilities and keep up with changing technology. Completes personal timesheet accurately and timely into the Employee Self Service software responsible for approving time for employees that are supervised. Ensures time is reported based on actual time worked. Completes and submitsCouncil agenda items into the NovusAGENDA electronic meeting system. Maintain confidentiality of customers and employees. Notifies the Parks and Recreation Director of any real or perceived problems related to department and, reports any suspected fraud and/or abuse to the Parks and Recreation Director. Adheres to all Village of Ruidoso's policies not limited to IT, Travel, Purchasing, and Personnel Policies. Ensures that any on-the job injury is reported immediately and followed up with appropriate forms and actions. Ensures any reports of harassment are immediately reported and appropriate actions are taken. Perform well in a proactive and reactive mindset. Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended period, driving or riding in vehicles. Occasionally drives long distances. The usual requirements in an office environment may require lifting boxes of supplies, equipment, and occasional adjustment of office furniture. Frequently required to sit, squat, bend, or twist. Frequently required to stand, walk, use hands to finger to handle or operate objects, controls, or computer or office equipment. Occasionally required to reach with hands and arms, climb or balance, stoop, kneel, crouch, crawl, pushing, pulling, lifting and/or moving up to 25 pounds. Work Environment

Possess ability to adapt to inclement weather conditions and/or situations. Ability to perform duties and adapt to flexible work schedules as established by supervisor which includes an irregular schedule, long hours, weekends, and holidays. May be called when needed. Ability to work in stressful environment and deal effectively with stress. While performing the duties of this job, the employee works in a business office setting but is also frequently required to work in the field. While on event sites, the employee is occasionally exposed to fumes or airborne particles, outside weather conditions and possible moving mechanical parts and/or machinery. The noise level in the work environment is usually quiet but may become loud in outdoor environment/events. Travel Requirements

Normal travel - ability to travel for activities such as meetings, classes, and workshops in and out of the area, overnight travel as required. Bachelor's in Communication or related field such as (Health, Fitness, Social Services, Marketing, Elementary Education, and Childhood Development) preferred or High School Education or equivalent required. Minimum two years of current recreation work within the past five year's preferred. Must be flexible and able to adapt to change in the workplace, possess current knowledge and experience in the field of recreation to include programming, summer camp, fitness instruction, sports coaching/league scheduling, and special event organization within the past five years required. Must understand risk issues related to youth and teens and how to meet their needs, possess current knowledge of recreation trends, and be able to perform in emergency situations. This position is required to maintain a source of communication for off duty work-related communications. Must be able to pass regular criminal history checks and be willing to take and pass a drug/alcohol test and comply with agency "Drug Free" Policy. Licenses and/or Certifications

Must possess and maintain a valid New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village. Knowledge of:

Policies, rules and regulations governing the conduct and safety of persons using municipal recreational facilities, programs and equipment; purpose, use and benefits of municipal recreational activities; equipment used in recreational programs; community resources and support agencies; principles of records management and program management; business and personal computers, word software applications, and spreadsheet software applications; general public administration principles and practices including budgeting, strategic planning, program evaluation, and development; Village policies and procedures. Ability to:

Assess and prioritize multiple tasks, manage day-to-day operations of programs, meet deadlines, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers; evaluate recreation programs and activities to determine if they meet the community's needs. Skills in:

Performing duties in an organized, detailed-oriented manner; promoting and enforcing safe work practices; customer service; clerical duties; public relations; communication both oral and written; interpreting and applying Village policies and procedures; interacting with people of different social, economic, and ethnic backgrounds.
