Data Analysis and Visualization – Compile, query, and load data points using SQL and other languages from diverse sources to support complex analyses. Clean and prepare data for access by analysts and data visualization. Provide guidance on data use and best practices to analysts across the department. (20%) Data Quality – Establish and update data quality metrics; identify data gaps, errors, anomalies, and redundancies; coordinate with stakeholders to improve data quality. Interpret results to identify significant differences in data; assess data patterns and trends. (20%) Reporting – Oversee development of high-quality reports; define and implement data standards; prepare technical reports to present and interpret data; make recommendations on revisions to data collection methodologies. (5%) Coordination – Explain business processes, negotiate resources, and coordinate with internal and external stakeholders; ensure accuracy of reporting tools, workflows, and reporting procedures. (20%) Process Improvement – Recommend changes to improve data collection, efficiency, and quality; provide routine project updates. (20%) Infrastructure Support – Oversee analytic functions related to Data Integration & PFD; perform quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation. (10%) Other duties as assigned to support HHSC operations. (5%) Qualifications

Initial Screening Criteria Graduation from an accredited four-year college or university with a bachelor’s degree in social science; business (including accounting and statistics); mathematics; physics; economics; health-related field; political science; or other closely related field. At least three years of work and deep experience with data analytics. Experience with Health and Human Services data is preferred. Education and work experience can be substituted on a year-for-year basis. Experience with Medicaid and/or healthcare finance preferred. Experience with cloud-based databases preferred. Knowledge, Skills and Abilities (KSAs) Knowledge of data analysis techniques and best practices; data quality and integrity processes; database and application design, development, and structure. Skill in complex analytic work; using SQL, SAS, SPSS, Python, and other query languages; using ETL tools. Ability to work collaboratively across PFD; attention to detail; ability to balance team and individual responsibilities; flexibility and creativity with data demands; planning and conducting data analytic projects; developing and interpreting data charts, maps, and tables; publishing data analytic findings; exercising independent judgment; maintaining detailed documentation and supervising others.
