JOB OBJECTIVE:
The AI Systems Analyst serves as the agency’s technical lead for Microsoft 365 Copilot, Copilot Studio, Azure AI Foundry, and related enterprise AI services. This role is responsible for configuring, optimizing, and supporting AI-powered solutions across the organization, ensuring compliance with governance and security requirements, including Microsoft Purview. The position bridges IT administration and user enablement, driving adoption of AI services while maintaining secure and efficient integration with enterprise systems. Work includes managing licenses, tenant-wide settings, governance frameworks, and user access, as well as leading outreach working groups to support AI innovation. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Configure, optimize, and administer Microsoft 365 Copilot, Copilot Studio, Azure AI Foundry, and related enterprise AI services.
Manage tenant-wide settings, licensing, user roles, and access through Microsoft Entra ID (Azure AD), Microsoft 365 Admin Center, and related tools.
Implement and monitor data protection policies, role-based access controls, and security configurations, including Microsoft Purview compliance settings.
Partner with IT, vendors, and business units to identify and implement high-impact AI use cases across agency workflows.
Design, build, and maintain custom Copilot agents and workflows using Power Platform, Azure AI, and Copilot Studio.
Integrate AI services with enterprise applications (e.g., SharePoint, Teams, Dynamics 365) ensuring governance, security, and performance.
Monitor AI performance, adoption, and usage; prepare and deliver reports, dashboards, and recommendations to stakeholders.
Provide technical support for Copilot and AI-related services; troubleshoot and resolve escalated issues.
Collaborate with cybersecurity and compliance teams to ensure AI solutions align with enterprise data governance, privacy, and regulatory requirements.
Develop, implement, and maintain governance frameworks for AI tools, including testing, review, publishing, and usage documentation.
Train peers and IT staff on AI tools, governance, and effective prompt engineering.
Design and deliver staff training, onboarding materials, and workshops to promote adoption and best practices for AI solutions.
Stay current with Microsoft Copilot, Azure AI, and related technology updates; recommend and pilot new features and tools for enterprise use.
Develop and maintain technical documentation, security standards, and AI governance policies.
Adhere to an established work schedule with regular attendance.
Follow all THC safety guidelines/procedures and ethics requirements.

QUALIFICATIONS/REQUIREMENTS Note: The application must specifically state how each of the following qualifications are met.
Graduation from an accredited four-year college or university with a degree in computer science, information systems, or a related field (experience may substitute for education on a year-for-year basis).
Three years of hands-on experience in Microsoft 365 administration (including Teams, SharePoint Online, and Power Platform).
Two years of experience with Copilot Studio or Power Virtual Agents.
Practical experience with AI-assisted development governance tools such as GitHub Copilot, ChatGPT, or similar.
Experience administering Microsoft Entra ID (Azure AD), Microsoft 365 Admin Center, and tenant-level configurations.
Experience with Microsoft Purview security and compliance settings.
Strong understanding of Azure services, API integrations, and custom connector development.
Proficiency in creating and publishing dashboards using Power BI, Azure Monitor, or similar tools.
Excellent troubleshooting, problem-solving, and communication skills.
The ability to maintain the security or integrity of the critical infrastructure.
Valid driver’s license, acceptable driving record, and ability to drive a state vehicle.
Required to travel up to 20% of the work period.

Experience with scripting/automation (e.g., PowerShell, Power Automate, Python).
Experience with Microsoft security and compliance frameworks beyond Purview.

ENVIRONMENT/PHYSICAL CONDITIONS Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling, and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer, and may require working extended hours and some evenings, weekends, and overnight, as needed. Involves safely operating a state vehicle and driving for long distances and traveling by airplane.
