Overview
Senior Leader – Captive Insurance & Health Benefits Strategy. This role provides strategic leadership and operational oversight for a multi-line captive insurance program encompassing Health Benefits, Property, General Liability/Professional Liability, and Workers’ Compensation. The individual will design and manage risk-financing strategies and lead cross-functional initiatives to improve healthcare cost management, compliance, and employee outcomes across a network of senior housing operators. Key Responsibilities
Lead the development and ongoing management of a comprehensive captive insurance structure. Oversee the integration of multiple insurance lines, ensuring alignment with business goals, risk appetite, and regulatory requirements. Manage formation, governance, and regulatory compliance across all captive entities. Direct the strategy and execution of health benefits programs across multiple operators. Manage vendor selection and oversight for TPAs, PBMs, and stop-loss carriers. Ensure compliance with ERISA, ACA, IRS, and applicable state regulations. Monitor and manage captive financials, including underwriting, reserve adequacy, budgeting, and reporting. Implement financial controls and forecasting tools to support decision-making and transparency. Identify and implement cost-containment strategies such as wellness programs, telehealth solutions, and advanced pharmacy benefit management. Evaluate emerging trends and technologies in healthcare and insurance to support long-term program sustainability. Manage relationships with key external partners including reinsurers, actuarial consultants, TPAs, and benefits advisors. Negotiate and maintain service agreements to support operational goals and financial performance. Ensure regulatory compliance across all aspects of the captive and health benefits operations. Maintain required documentation, internal controls, and audit readiness. Team Structure
This position will also oversee a Workers’ Compensation Program Manager focused on operational claims management within senior housing. This role provides tactical leadership on day-to-day WC claims and collaborates closely with the senior leader on strategy and reporting. What This Role Offers
