Fluor is a leading government contractor delivering high‑value technical solutions to U.S. government agencies. This role performs essential project management duties on medium to large EPFC/CM projects and may be assigned responsibility for areas of mega projects. When acting as a Proposal Manager, this position oversees technical and commercial proposals, project planning, execution strategy, schedule preparation, cost estimating, and related activities.
Responsibilities
Perform the essential project management duties to establish an execution framework that complies with the contract and ensures safety, quality, value, timeliness, and Fluor profitability.
Manage project management activities on medium to large EPFC/CM projects; may be responsible for a substantial area of a mega project.
When serving as a Proposal Manager, manage completion of technical and commercial proposals, provide project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and execution strategy.
Emphasize Health, Safety and Environmental (HSE) throughout all project phases.
Ensure execution of all project aspects in accordance with contractual obligations, Fluor OSR, and OSIP.
Ensure full compliance with the Fluor prime contract regarding client reporting, notifications, and project system start-up and close-out.
Establish and maintain the project baseline (as defined in the OSR) and communicate updates to the Fluor project team.
Deliver the project in accordance with the project execution and commercial baselines.
Other duties as assigned.
Basic Job Requirements
Accredited four‑year degree or global equivalent in applicable field, and twelve (12) years of related experience, or a combination totaling sixteen (16) years if non‑degreed; some locations may have additional qualifications to comply with local requirements.
Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders.
Job-related technical knowledge necessary to complete the job.
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
Attention to detail and the ability to work in a time-conscious and time-effective manner.
Other Job Requirements Participate in Fluor University and utilize Knowledge Management processes to capture and leverage knowledge to enhance project execution. Participate in sales and marketing efforts.
Preferred Qualifications
Current or ability to hold and maintain a Secret Clearance (possibly TS).
Bachelor of Science in Engineering or related field with 12+ years of experience, or Master’s with 10+ years of experience.
10+ years of experience leading highly complex teams and managing projects.
10+ years in the intelligence and/or DoD communities.
Excellent problem-solving skills and ability to coordinate across multiple Program Managers and Engineers globally.
Travel up to 25% is required.
5+ years of experience in the WMD community and related disciplines (Biology, Biology/Engineering, Chemistry or Chemical Engineering) and EPC.
Experience with United States military, SOCOM, and other Combatant Commands.

Salary and Benefits Salary Range: $160,000.00 - $302,000.00. Fluor offers a comprehensive benefits package including health plans, 401(k) with company match, paid time off, parental leave, training and development, and more.
