About Department 468 - Fleet Support and Systems Engineering Department 468 - Fleet Support and Systems Engineering provides systems engineering support for in-service VIRGINIA, OHIO, and SEAWOLF Class submarines under the Planning Yard OMNIBUS contract. The mission of the Department is to drive innovation, deliver high-quality technical solutions, and support the organization\'s strategic goals through engineering excellence. We accomplish this by managing engineering changes and documentation updates including SHIPALTs, TEMPALTs, VIRs, LARs, RLARs, and MCRs, while ensuring ship configuration records remain accurate. We coordinate and issue responses across disciplines for Liaison Action Requests (LARs) and Departure for Specifications (DFSs), support NAVSEA-directed tasking and provide engineering expertise for specialized systems such as Deep Submergence Systems (DSS), Escape and Rescue Systems, Dry Deck Shelters (DDS), and Advanced Seal Delivery Systems (ASDS). We provide on-site support and work directly alongside the Navy shipyards and bases at Norfolk, Portsmouth, Pearl Harbor, and Guam in order to keep our submarines safe, modernized and fully mission-ready through first time quality driven from efficiency and innovation.
Role Overview In this role, you will support the Planning Yard Fleet Support and Systems Engineering team, ensuring submarine logistics, modernization, and fleet readiness. This role involves project management, technical problem solving, and compliance oversight.
Key Responsibilities
Provide project management support for initial system and/or component design, ship alteration upgrades, material ship out inspections and life cycle support
Troubleshoot problem statements and provide resolution to system and component related questions and problems from Naval Shipyards, Navy forces afloat, land based prototypes, prime contractors and NAVSEA engineering and program offices
Ensure all material shipments supporting the fleet meet Department of Defense (DoD) requirements as outlined in MIL-STD-129 and MIL-STD-2073-1
Inspect, verify, and document packaging and labeling of military shipments, ensuring conformance with contract requirements and applicable military specifications
Perform in-process and final inspections of packaging and labeling operations to ensure compliance with MIL-STD-2073 (standard practice for military packaging) and MIL-STD-129 (marking for shipment and storage)
Identify and report non-conformances and initiate corrective actions when required
Interface with internal departments (program office, engineering, QA) and external representatives (General Dynamics Information Technology (GDIT), suppliers)
Maintain inspection records and prepare reports for compliance audits and internal quality systems
Participate in continuous improvement of packaging and shipping processes to enhance quality and efficiency
Perform mission impact assessments for Planning Yard products and track follow on action completion
Interact with various NAVSEA stakeholders to include but not limited to: PMS390, PMS392, PMS396, PMS450
Provide support to ensure products are being updated and worked according to the schedule and budget needs
Establish and manage databases as needed
This role requires up to 75% travel to perform inspections at various sites, including Connecticut and Rhode Island. Extended hours may be required based on business needs.
Qualifications Required
High School Diploma or GED
5+ years of U.S. Navy Supply/Logistics experience
2+ years in inspection or quality assurance, ideally in a defense or government contracting environment
Ability to obtain and maintain a security clearance through the department of defense
Associate\'s degree or higher
Experience with EB certification and training electronic programs (Mainframe, Electronic Desktop, Cornerstone, etc.)
Prior experience working with NAVSUP or DLA; using ONETOUCH, Haystack and TARP
Experience with export control requirements and ITAR compliance
Experience with contracts and invoked contract
Navy Qualifications of Repair Parts Petty Officer (RPPO)
Diving and/or Special Operation Forces experience
Experience with special emphasis programs (DSS-SOC, SUBSAFE, and Fly-by-Wire) requirements is desired
Skills
Working knowledge of MIL-STD-129 and MIL-STD-2073-1 requirements
Ability to lift up to 40 lbs. and work in a warehouse or shipping environment
Strong PC skills to include proficiency with MS Word and MS Excel
Ability to read and interpret drawings, military specifications, technical instructions, and technical data packages (TDPs)
Personal Integrity and a commitment to uphold the high standards of quality
