Overview

Environmental Programs Health and Safety Specialist 2 – University of Connecticut (UConn). UConn Environmental Health and Safety (EHS) is seeking an EHS Specialist to join the Environmental Programs team at the Storrs and regional campuses. The role will monitor compliance with applicable federal and state regulations and University policies through data collection, records assessment, surveys of University operations, and review of construction projects. The selected candidate will provide consultation to the University community regarding regulations, policies, and procedures related to construction and renovations, regulated building materials (such as asbestos and PCBs), soils and wetlands management, UST and AST management, dam safety, and other activities affecting compliance with air, water, and waste management regulations.

Responsibilities

Monitor University compliance with applicable regulations and University policies in one or more program areas through data collection, records assessment, and surveys of construction projects and activities.

Provide environmental compliance guidance and support to administrative and academic departments.

Consult with the University community on procedures, regulations, and policies applicable to plans and activities impacting environmental compliance.

Develop and review environmental compliance training programs to meet federal and state regulatory requirements and University policies.

Obtain permits for regulated University activities, including wastewater discharges, air emissions, construction, and land use.

Review reports, policies, and regulations; guide the management of regulated building materials, excess soil and fill, and other wastes from University operations.

Support compliance programs such as dam safety, above and underground storage tank management, landfill closure and ELUR requirements, MS4, and TMDL programs.

Support public water supply and wastewater treatment compliance activities, including NPDES permitting, Water Supply Plan, and the FOG program.

Evaluate Project Review Committee Memoranda of Understanding and advise project teams on environmental compliance for upcoming building and infrastructure projects.

Monitor current and proposed environmental laws and regulations; advise on changes that could impact operations, compliance strategies, staff, and contractors.

Conduct environmental inspections and compliance assurance reviews (e.g., dam safety, landfill, regulated waste, erosion/sedimentation controls).

Support regulatory audits and inspections and respond to findings; respond to environmental release incidents and investigate inquiries, recommending corrective actions.

Collaborate with and manage environmental consultants; work with EHS and Facilities staff to maintain Title V and NSR permits and other air quality requirements.

Perform field work such as turbidity monitoring and water/soil sampling; investigate concerns.

Perform other EHS-related duties as required.

Minimum Qualifications

Bachelor’s degree in environmental health and safety, environmental engineering, environmental science, or a closely related field.

4+ years of experience in environmental compliance; at least 1 year in an advanced capacity.

Knowledge of federal and state regulations (e.g., EPA, CT-DEEP, RCSA) and recognized standards on environmental compliance.

Strong oral and written communication skills with diverse stakeholders including faculty, staff, students, regulatory agencies, and vendors.

Ability to work independently to analyze information, draw conclusions, and present results to supervisors and others.

Preferred Qualifications

Professional certification in environmental disciplines (e.g., Licensed Environmental Professional).

Experience working in a multi-campus environment with multiple properties and facilities.

Experience managing regulated building materials and/or site remediation projects.

Appointment Terms Full-time (35 hours/week), 12-month position with potential for a hybrid schedule, subject to supervisor authorization and University Policy. Primarily located at the Storrs Campus; ability to respond in person to any campus location during environmental emergencies.

Other terms of employment are described in the UCPEA collective bargaining agreement.
