The Director of Community Development leads, plans, and supervises the activities and personnel of the Community Development Department. Directs and ensures code compliance, planning and zoning, business revenue, housing and neighborhoods, and economic development functions. Business or program areas support systematic growth and sustainability. Work involves interpreting and administering growth and development regulations, City Code and the Comprehensive Plan, creating resolutions and ordinances, and drafting legal contracts and development agreements. Facilitates, promotes, and secures economic growth and expansion opportunities for residents and businesses.
Responsibilities
Directs, coaches, develops, and evaluates staff; provides guidance to achieve operational plans and results.
Plans and oversees department workflows and resources; assigns and communicates daily activities and deadlines to staff.
Assesses, plans, and implements best practice standards; ensures compliance with regulatory and funding agencies; compiles and submits data, analyses, and reports.
Administers and amends the City Code of Ordinances related to land development, comprehensive planning, and code compliance.
Directs special programs and projects (e.g., Tamarac Village Master Plan, Public Art Program, and neighborhood districts).
Directs the design, development, and implementation of the City’s Economic Development Program, including Tamarac Village projects.
Directs the Business Revenue and Housing and Neighborhoods programs, including Community Development Block Grants, SHIP, and NSP.
Serves as staff liaison for boards and the City Commission; prepares memorandums and presents to internal and external boards; responds to public inquiries.
Chairs the Development Review Committee (DRC); ensures projects meet requirements; prepares items for City Commission and Planning Board; reviews development applications.
Approves Site Plans for expansions and redevelopment; provides administrative adjustments; supports architectural feedback for city buildings.
Liaises with department leaders, agencies, community groups, developers, property owners, and attorneys on planning and code projects.
Interprets and amends the Comprehensive Plan, Future Land Use Plan map, and other plans with potential impacts on the City; prepares land use and code amendments, re-zoning, site plans, and related items.
Issues violations and citations on Code issues; provides Zoning Letters and determinations for real estate transactions.
Evaluates and updates the Concurrency Management System and capital improvement program.
Develops or oversees grant applications for citywide projects.
Advises other departments on planning, zoning, development, and compliance issues.
Attends and participates in evening and/or weekend meetings and events as required.
Maintains compliance with City health and safety guidelines and protocols; performs duties safely and reports hazards.
Maintains quality communication with City personnel, external partners, and the public to project a positive City image.
Demonstrates behaviors that support the City’s Vision and Values.
Qualifications
Bachelor’s degree in urban or regional planning or related field; plus seven (7) years of progressively responsible experience in urban planning and economic development, including four (4) years as a program manager; or an equivalent combination of education, certification, training, and/or experience.
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city-owned vehicle.
National Incident Management System (NIMS) training is required (and sponsored) according to job duties and responsibilities.
Preferred Qualifications
Certification from the American Institute of Certified Planners (AICP).
Additional Information This is an exempt position pursuant to the Fair Labor Standards Act based on executive, professional, and administrative exemptions and is paid by salary. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.
