POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Provide support for complex facility management efforts worldwide, requiring coordination across the Bureau of Overseas Buildings Operations (OBO) and its Office of Facility Management (OBO/FAC). Responsibilities include managing financial and human resources, administrative services, policy development, resource allocation, funding review, and establishing operational procedures.

a) Serve as a key member of OBO/FAC's management team, advising on financial and administrative goals.

b) Oversee support services to ensure they meet organizational needs and align with OBO guidance.

c) Train entities on policies and procedures; act as a liaison for overseas posts regarding funds; resolve issues and assist in resource acquisition.

d) Conduct research to identify organizational inefficiencies and propose improvements, leveraging management principles.

e) Develop and recommend policy updates; provide expert advice on program proposals; update relevant policy documents.

f) Review and develop initiatives to ensure mission effectiveness and compliance with directives.

g) Clarify fund use and provide guidance on funding matrices; ensure alignment with organizational goals.

h) Ensure documentation is accurate, complete, and well-coordinated; prepare reports and meeting minutes.

i) Monitor funding progress, identify issues, and suggest solutions to improve obligation and minimize carry-over.

j) Oversee administrative support functions to ensure organizational commitments are met worldwide.

k) Maintain resource planning, monitor expenditures, and prepare financial reports.

l) Implement financial controls, track funds, and ensure proper obligation and liquidation processes.

m) Ensure project objectives are met with practical recommendations and follow-up on implementation.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Clearance: Secret or TS, as specified in the task order.

a) Bachelor's degree

b) Minimum 6 years relevant experience

c) Proficiency in qualitative and quantitative assessment methods, including Excel, CMMS, and accounting systems

d) Knowledge of applicable financial laws, policies, and regulations

e) Ability to analyze data and draw conclusions

f) Excellent written and oral communication skills for presenting findings and recommendations

g) Skilled in database management, data analytics, and Microsoft Office

h) Effective interpersonal skills for collaboration and support

i) Experience in designing and conducting management studies

Desired Qualifications: Bachelor's in Business, Computer Science, or related field preferred.
