Overview Bookkeeper III-40526. Open to candidates who are permanent or to those who filed for The New York City Bridge Exam No. 3971. From: June 7, 2023, To: July 18, 2023.

Position Summary The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding and technical capacity to deliver critical services effectively and meet DOHMH's objectives.

Duties and Responsibilities

Monitor the fiscal operation of city, federal, state and private grant funded programs to ensure compliance and assist programs in more efficient/effective approaches to program administration.

Verify accounting data for accuracy and completeness.

Utilize manual and automated office systems.

Collect, classify, evaluate, and analyze financial data submitted by programs and prepare reports.

Review documents to ensure that necessary entries are made. Research the programmatic implications of proposed policies, including identifying the impact to Personnel Services and Other Than Personnel Services budgets.

Utilize different accounting strategies to determine if revenue targets will be met and advise the Revenue Manager and Director of Grants Revenue & IC.

Collect and assemble data and prepare comprehensive reports to track revenue, expenditure, and operational activity by synthesizing multiple databases.

Verify accounting data for accuracy and completeness. Make recommendations to the program representatives for changes and corrections of errors.

Complete ad-hoc projects and assist with Annual Comptroller's exercises: Fiscal Year close and Single Audit.

Ensure full compliance with all Federal, State and City policies and procedures.

Prepare fiscal summary reports and analyses; make recommendations to supervisory staff concerning provision of additional funding of existing or new programs.

Assign work and schedules, train staff, resolve more difficult workflow problems, and assist in the development and implementation of new policies and procedures.

In the temporary absence of the supervisor, may assume the duties of that position.

Bookkeeper - 40526 Minimum Qualifications

Completion of 30 semester credits from an accredited college or university, including 6 credits in accounting, or a four-year high school diploma or its educational equivalent with two years of satisfactory full-time bookkeeping experience, or a satisfactory combination of education and experience as described above.

College education may be substituted for experience on the basis that 15 semester credits from an accredited college may be substituted for each year of required experience. However, all candidates must have a high school diploma or its educational equivalent, and either 6 semester credits in accounting or 6 months of bookkeeping experience.

To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Bookkeeper (40526) or at least four years of satisfactory full-time bookkeeping experience.

Additional Information

Residency: New York City residency is generally required within 90 days of appointment. City employees in certain titles may be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County after two continuous years; discuss with the agency at interview.

Salary range: $52,561.00 – $75,000.00.
