Personnel Analyst

City of New York Hours: Full-Time – 35 Hours
Work Location: 30-30 Thomson Avenue, LIC, NY 11101
The NYC Department of Design and Construction, Human Resources and Staff Development Division is seeking Personnel Analysts. Under the direction of the Senior Personnel Analyst, the Personnel Analyst will serve as the primary HR representative for their assigned division. This role is responsible for a wide range of personnel-related functions, including hiring coordination, data reporting, consultant onboarding, and transactional processing within the NYCAPS system. The ideal candidate will possess exceptional attention to detail, demonstrate discretion and confidentiality, and proactively manage their workload and deadlines.
Key responsibilities include reviewing salary justification packets and creating supporting buck slips that summarize actions and provide salary comparisons; contacting candidates within 48 hours of salary justification approval to initiate onboarding; conducting personnel processing appointments; and assisting with new hire documentation, including drafting job offer letters, DP-72 forms, and agency release requests. The Personnel Analyst will also prepare and review background investigation packages for DOI and DCAS, track personnel actions, input data into NYCAPS and internal tracking systems.
Additional duties include collaborating with the Senior Personnel Analyst to prepare agenda items and updates for Division Leaders and Administrative Officers, attending division meetings and reporting on staffing, hiring priorities, and action plans in the Senior Personnel Analyst’s absence, and supporting monthly OMB submissions. The Personnel Analyst will also maintain and update various reports related to hiring, promotions, declinations, and separations, assist in maintaining and updating the Personnel Unit’s Standard Operating Procedures (SOPs), and help onboard consultants for the assigned division(s), ensuring all documentation is properly filed and consultants are accurately entered into HR systems.
This role also includes performing other duties and special projects as assigned, including providing full coverage in the absence of the Senior Personnel Analyst.

Minimum Qualifications
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
Strong verbal and written communication skills and excellent customer service skills are required. Knowledge of NYC personnel policies and procedures, and experience with PMS, PRISE, CHRMS, and NYCAPS preferred.
