Overview

Auditor-Accountant Supervisor for the Auditor-Controller's Office. This role is responsible for performing and overseeing audit processes, ensuring financial compliance, preparing accurate financial reports, and supervising auditors and accountants. The ideal candidate will possess strong leadership abilities, in-depth knowledge of financial regulations, and a commitment to upholding the highest standards of integrity and accuracy. Definition

Under general direction, plans, schedules, assigns, supervises, reviews, and participates in the work of staff performing a variety of professional accounting and auditing duties; supervises and performs a variety of financial, operational, performance, and/or compliance audits of County departments, divisions, special districts, external agencies, and funds; reviews, analyzes, and audits internal and management controls and accounting systems; provides accounting services and training to special districts and other external agencies; directs the preparation of and/or prepares accounting, financial, statistical, and/or audit reports; and performs related duties as assigned. Supervision

Receives general direction from assigned management staff. Exercises direct supervision over professional, technical, and/or administrative staff. Essential Job Functions

Examples of typical duties include, but are not limited to: Plan, coordinate, and supervise the work of staff; train staff; evaluate performance; counsel employees; make recommendations for selection and promotion. Participate in developing goals, objectives, policies, and procedures; implement policies and standard operating procedures for assigned operations. Improve efficiency of programs, service delivery methods, and procedures; identify opportunities for improvement and recommend changes to department management. supervise the review of accounting, financial, and source documents for accuracy and compliance; oversee month-end and year-end closing processes. Plan, coordinate, and supervise annual audit plans/programs; conduct financial, operational, performance, and compliance audits; prepare and present reports with findings and recommendations to minimize risk and improve procedures. Coordinate information and ensure effective communications with other County departments; provide training and explain technical and financial information to staff and management. Ensure integrity, independence, and efficiency of the County’s general ledger accounting and auditing functions in compliance with GAAP, GAAS, contracts, and applicable laws. Supervise preparation of monthly, quarterly, and year-end financial and statistical reports; prepare reports for senior management, the Board of Supervisors, and Audit Committee. Direct and participate in budget preparation and cost allocation; develop tools to forecast revenues and expenditures; ensure accuracy of financial records. Manage assigned funds, accounts, and auditing programs; liaise with outside auditors and governmental program auditors. Maintain and organize databases, files, and records; research discrepancies and provide follow-up information as needed. Attend meetings and represent the County on committees; monitor changes in laws and procedures and implement changes as required. Stay current on accounting and auditing practices through meetings, workshops, and training. Perform related duties as assigned. Minimum Qualifications

Knowledge of:

Principles and practices of employee supervision, leadership, and training Generally Accepted Accounting Principles (GAAP) for public/governmental accounting, cost accounting, fund accounting, and financial reporting GASB, FASB, and GFOA standards and recommended practices Auditing procedures including GAAS Internal control concepts, risk indicators, and fraud indicators Audit work preparation, report writing, and recommendations for improvement Project management and research/reporting techniques Relevant federal, state, and local laws and regulations County operations and recordkeeping practices Communication skills and customer service Proficiency with computers and software relevant to work performed Ability To

Any combination of training, experience, and educational degrees that provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year-for-year basis. A typical way to obtain the required qualifications would be: Bachelor’s degree in accounting, public administration, business administration, or a related field; and five (5) years of increasingly responsible professional accounting and auditing experience, including two (2) years of lead or supervisor experience. Certifications And Licenses

Must possess a valid US driver’s license at the date of application. Must obtain California driver’s license after hire date per California DMV regulations. Physical Demands

Mobility to work in an office setting and visit County sites; ability to lift up to 10 pounds; sit for extended periods; occasional bending and reaching. Vision to read printed materials and computer screens; hearing and speech for communication. Dexterity to operate keyboard and office equipment. Working Conditions
