$69,744 – $93,804 Yearly. The salary does not include an additional on-site 24/7 facility 5% premium, or a 5% premium for employees working in King County. The Department of Children, Youth and Families (DCYF) is looking for a Investigator 3 to conduct complex and difficult investigations related to both sensitive and controversial cases within the Echo Glen Children’s Center Juvenile Rehabilitation (JR) institution. The Opportunity: You will conduct impartial, confidential, high priority investigations involving youth/residents throughout the institution. Investigations often involve allegations that are sensitive, complex and at times controversial within a correctional setting with the potential resulting in law enforcement referrals, due process hearings for transfers to the Department of Corrections (DOC), adjustments in security classifications, and/or media interest related to DCYF and Juvenile Rehabilitation (JR). Some of what you will do: Collect physical evidence and ensure it follows chain of evidence protocol. Review case histories, interview and question witnesses to establish facts, gather, preserve and examine evidence, and prepare detailed and comprehensive reports. Compile documentation/intelligence regarding inappropriate activity conducted by staff, residents, visitors, and associates. Maintain an independent caseload of investigations. Analyze the gathered data to identify trends within the institution, provide information to management. Maintain the highest level of confidentiality and protect confidential information. Provide information, assistance, and consultation to appointing authorities, management, staff, and other appropriate stakeholders. Review and evaluate the investigative process to continually improve methods, techniques, and feedback. Conduct difficult discreet investigations. Assist with the duties of the Court Liaison, coordinate court appearances, and appear in Superior or Juvenile Court as a witness for the State as required. Provide and receive training related to investigations. Required qualifications: Two years of experience as an Investigator 2. OR Five years of experience as an investigator with a criminal justice government agency or private organization, or other directly allied field, three years must include field experience. AND Commitment to equity, inclusion, and respectful workplace principles. Note: Two years of related college-level course work may substitute for one year of experience. In addition to those required qualifications, our ideal applicant will also have some or all of the following: A Bachelor’s degree with a focus on business, human resources, social or organizational behavioral sciences or related field and two years of professional human resources experience or experience conducting investigations, or a comparable combination of education and experience. Demonstrate an understanding of global perspective and organizational development and behavior. Consistently apply leadership principles, conflict resolution, proactive intervention, group facilitation skills, and contract and negotiation skills. Facilitate the problem-solving process at the organizational level. Develop problem solving skills in others. Develop collection and analysis methods for statistical or other data. Knowledge of methods, principles, standards, and techniques of criminal and civil investigations; interviewing techniques; rules of evidence; chain of custody of evidence; use of force laws; techniques in investigative report writing, applicable Washington State statutes and Federal and State regulations pertaining to use of force and area of investigation; specialized terminology within the area of investigation; auditing, record keeping and bookkeeping techniques.
