Overview The office of the Montana Consumer Counsel is a legislative agency, created by the Montana Constitution to represent the interests of Montana utility consumers in proceedings before the Public Service Commission and other federal administrative agencies and courts. The office presents comments and testimony in the areas of finance, economics, accounting, engineering, and law.

Qualifications

Juris Doctor degree and admission to practice law in Montana courts.

Knowledge of research methods; ability to write clearly in preparing briefs, correspondence, etc.; ability to communicate clearly regarding often complicated issues; ability to organize and prioritize work within deadlines; and ability to work effectively with internal staff and the public.

Prior practice before a Public Utility Regulatory Commission and/or working knowledge of utility regulatory principles and related State and Federal laws is preferred.

Responsibilities

Legal research, preparation of briefs, motions, and other pleadings.

Presentation of oral arguments and sponsoring of expert witnesses at hearings; cross-examination of other witnesses.

Responding to public inquiries; assisting in drafting and presenting testimony to legislative committees.

Communicating clearly and effectively with Public Service Commission staff and Commissioners.

Moderate travel to attend hearings and conferences will be required.
