Overview

Deputy PM for Digital Engineering, F-35 JPO AV MS PMO (Hybrid Telework) at Serco. This position provides program management support for the F-35 JPO AV MS PMO, including Digital Engineering, Digital Twin & EDA, and MOSA/Open Architecture initiatives across the JSF enterprise. The role is hybrid/telework with on-site requirements in Crystal City, Arlington, VA as needed. Responsibilities

Support all aspects of F-35 Digital Engineering (DE) to transform the JPO’s ability to execute more effectively. Assist with all program management activities for the F-35 JPO AV MS PMO Air & Digital Systems Integration (ADSI) / Digital Engineering & Transformation (DE&T) Branch, including DE, DT/EDA, and MOSA/OSA activities. Assist with applying DE&T to MOSA/OSA across all JPO PMOs and Functional Organizations. Collaborate with JPO engineering functions and other PMOs to support emulators in high-performance computing environments for processor-accelerated Digital Twin and Model applications, including EDA in labs and physical venues. Assist in developing the overall MOSA strategy for the JSF Enterprise and maintain a JPO MOSA Implementation Guide. Oversee integration of standards (UAI, OMS, FACE, HOST, etc.) into JSF platforms and training environments; provide oversight of Open Standards conformance verification. Develop a strategic roadmap and review MOSA-related contracts and documentation; interface with FFRDC support as needed. Develop requirements for MOSA implementation in upcoming capabilities and major enterprise systems (e.g., FUSION, EW, ICNI). Develop enterprise training materials and coordinate MOSA training events; assist in reviewing new contracts with primes and third-party vendors. Monitor and collaborate with Open Standards consortiums to identify SBIRs/RFIs relevant to JSF; support maturation of the JPO MOSA process. Qualifications

Active DoD Secret clearance. A Master’s Degree in Science, Engineering, Business Management or related discipline; or a Bachelor’s Degree with 4 years additional related experience (14 years total). At least 10 years of experience in program management, technical, or business analysis related to weapon systems acquisition and lifecycle management (DoD weapon systems PEO experience). Minimum of 6 years out of 10 years of recent work experience related to analysis and planning. At least 3 years in support of a Major Defense Acquisition Program (MDAP). Ability to provide on-site support at the F-35 JPO in Crystal City, VA no less than 2 days per week; exact days to be coordinated with the customer and Serco manager. Leadership experience in US military operations or defense acquisition program management related to weapons system acquisition, employment, and lifecycle management. Knowledge of DoD Instruction 5000.2, DoD Directive 5530.03, and the IC in AT&L Handbook. Experience supporting acquisitions, financial management, risk management, systems engineering, total ownership cost, and acquisition coordination. Knowledge of system acquisition principles to plan, organize, and coordinate development, production, and deployment with focus on cost, schedule, performance, risk, and resources. Understanding of life-cycle phases and relevant documentation, analyses, and reviews. Ability to travel up to 10%. Additional experience and skills

Microsoft Office suite (Outlook, Teams, SharePoint, Excel, Word, PowerPoint). Knowledge of Digital Engineering, Digital Twin/EDA and MOSA, and their application to 5th Gen aircraft and new development. Strong understanding of engineering and program management best practices; capability to apply digital engineering concepts. Airplane and avionics architecture subject matter expertise.
