$70,000.00/yr - $80,000.00/yr Job Summary:

Under general supervision and using technical knowledge skills and abilities is responsible for performs various professional field and administrative engineering work related to the management, planning, design, construction and maintenance of City capital improvement and other public works projects in the areas of water, wastewater, stormwater, roads, and other public works programs. Duties include (but are not limited to): project management and administration; traffic engineering activities; confers with developers, contractors and representatives of other agencies regarding facility and infrastructure development; administers professional services and construction contracts, administers Federal and State grant funds associated with construction projects; performs construction and maintenance inspections for public infrastructure; provides highly complex staff assistance to the Director of Public Works and others in areas of expertise; performs a variety of studies and prepares and presents staff reports; budget preparation assistance; other related work with in the area of expertise as assigned.

Essential Duties/ Responsibilities:

Plans, organizes, coordinates, and evaluates the work of support staff in concert with and as assigned to tasks by the Director of Public Works, Assistant City Engineer, or Operations Managers. Serves as project manager on complex engineering projects; conducts field work, survey, research, preliminary and final design; determines construction quantities, writes proposals, prepares contract documents and right of way and easement descriptions, and estimates costs; coordinates project among outside agencies, property owners, other city departments and other divisions within the department; prepares reports and memos describing the project; conducts inspections of work. Performs or oversees inspections and maintenance of records on federal aid projects. Reviews and comments on submittal of preliminary plats, final plats and administrative plats of subdivisions to ensure compliance with subdivision regulations. Reviews plans for streets, sidewalks, curbs, sanitary sewers, water mains and storm drainage submitted for private developments within the City to ensure compliance with regulations and standards; reviews “as-built” plans submitted after construction is completed. Prepares engineering designs, plans, specifications, and cost estimates for the construction of streets, sidewalks, curbs, sewers, water mains, storm drains and the like; participates in public hearings, right of way acquisitions, finalizing plans, and drafting specifications. Reviews construction bids and makes recommendations according to the best and lowest bids, competency of the vendors and consultants, and the selection criteria. Inspects construction sites to determine conformance of the site to design, plans and specifications. Performs inspections of City storm sewer outfalls in conformance with the City’s NPDES Permit. Administers the City’s General Storm Water Permit for Small Municipal Separate Storm Sewer Systems (MS4) Assists Director of Public Works, Assistant City Engineer, and Operations Managers in preparation of annual budget based upon plans and policies. Assists Director of Public Works, Assistant City Engineer, and Operations Managers in search for and securing of funding from federal, state and local sources and from private entities. Collects data and writes grants for funding. Maintains a variety of records pertaining to public works installations and projects; prepares reports related to the work. Provides information to and works with architects, engineers, contractors, developers, and the like to ensure adherence to proper standards and codes. Reviews easement vacation requests to ensure compliance with regulations and standards. Answers inquiries and complaints from the public regarding sanitary sewers, water mains, storm drains street projects, easements, subdivisions, flood plains, and the like

Essential Skills/Abilities:

Communication through use of English language (oral and written composition), and graphical presentation through drawing and computer aided design. Civil engineering principles, practices and methods as applicable to a municipal setting. Contract process: engineering design, plan preparation, site plan review, contract management and field supervision. Transportation, pavement, potable water, sanitary sewer, stormwater and site development engineering and design. Relevant legal and technical terminology encountered in the course of work. Personal computer hardware and software (Microsoft Office) use. Maintain a positive attitude; demonstrate a commitment to City goals and values, and to exhibit a positive overall customer service-oriented manner and a willingness to work together in a team environment. Establish and maintain effective working relationships with co-workers and the general public. Interact with others effectively and be a team player/motivator of a large and professionally diverse staff. Handle stressful situations and time-sensitive constraints. Analyze information and statistics to solve problems through deductive and inductive reasoning. Comprehend and make inferences from written materials. Understand, interpret, explain and apply relevant policies, procedures and regulations. Perform and accomplish requirements of the job using appropriate field and general office equipment (i.e. computer software; standard drafting tools; surveying equipment including level, theodolite, fax machine, copy machine, calculator, and multi-function telephone). Attend to details, calculate numerical formulas, and verify accuracy of amounts and calculations. Perform light physical work exerting up to 25 pounds of force on an occasional basis. Perform such activities as sitting, talking, hearing, driving, walking through building sites and on varying terrain, climbing ladders, fingering, grasping, lifting, reaching, and crouching. See clearly at close and far distances, identify, and distinguish colors, adjust focus and see to the right and left while focused on an object (peripheral vision). Recognize and respect diversity and work effectively with peoples of other cultures.

Essential Education and Experience:

Bachelor's degree from an accredited four-year college or university with major coursework in civil engineering or a related engineering field (or equivalent) and Two (2) years of professional engineering design, plan review and project administration experience, preferably in a public agency setting or a consulting engineering firm providing public works infrastructure design. Must have passed the Fundamentals of Engineering Exam (FE). Preference may be given to those with current registration as a Professional Engineer (PE) in the State of Illinois. Other equivalent combination of education and experience may be considered. Possession of a valid Illinois driver’s license in good standing.
