ENVIRONMENTAL HEALTH SPECIALIST II, III, IV, V
Position level: Environmental Health Specialist II, III, IV, V.
Location: Oahu, Hawaii (State Department of Health). The posting notes the position is on the island of Oahu and indicates a continuous recruitment deadline.
Responsibilities
Perform professional work involving the protection and promotion of public health and the environment by ensuring compliance with Federal and State laws, rules and regulations related to environmental health, environmental impact, and occupational health hazards.
Receive on-the-job training in pertinent Federal and State laws, rules, regulations, policies, procedures and investigation and inspection methods; participate with higher level specialists in field activities such as investigations, inspections and collection of samples; and perform related duties as assigned. May work overtime as directed.
For EHS Level III: engage in independent work of technical nature with limited deviation from established standards; inspect facilities and activities; investigate and resolve public complaints; analyze and evaluate data; recommend actions; and conduct informational and educational outreach to ensure compliance; higher level supervision as needed.
For EHS Level IV: handle complex to highly complex data interpretation and diverse technical problems; exercise considerable judgment and decision making under general supervision; resolve conflicts and perform related duties as assigned.
For EHS Level V: supervise a staff of lower level specialists; plan, organize, direct and coordinate work; assign and evaluate tasks; provide guidance to subordinates.
Minimum Qualification Requirements General Education Requirement:
Bachelor's degree from an accredited four-year college or university with a major in chemistry, physics, biology, zoology, environmental science or other closely related field of science. coursework must include at least three (3) semester credit hours in college algebra or higher.
General Experience Requirement:
Level II: None. Levels III–V: One (1) year of progressively responsible professional work experience interpreting and applying principles, concepts and/or standards related to a related field; gathering, evaluating and analyzing facts; and preparing clear written reports and recommendations. Must show ability to identify problems, evaluate alternatives and apply appropriate actions.
Specialized Experience Requirements:
Levels II–V specify progressively responsible experience in environmental/occupational health with related duties such as inspections, investigations, data analysis, permit issuance or advisory roles. Details per level describe increasing complexity and responsibility. Supervisory aptitude required at Level V.
(Level II): None.
(Level III): Six (6) months of relevant experience with exposure to environmentally hazardous substances and related laws, rules and regulations; data analysis; inspections/investigations; and permit-related activities.
(Level IV): 1.5 years of relevant progressive experience with similar responsibilities and complexity.
(Level V): 2.5 years of relevant progressive experience; at least one year comparable to Level IV; supervisory aptitude required.
Other Requirements and Substitutions
Substitution: A master’s degree in a related field may substitute for one year of General Experience. Excess Specialist Experience may be substituted for the General Experience.
Selective Certification: Specialized knowledge or certifications may be required for some positions.
