Scope of Services
The Business Analyst will serve as a key member of the PALM Remediation Team, working across multiple business units to conduct
business analysis and systems analysis
activities. This includes coordinating with subject matter experts, documenting requirements, developing test plans, performing quality assurance, and collaborating with remediation team members. Primary Duties & Tasks
The candidate must be able to: Research and understand FDOT business processes and their interrelationships. Document and diagram business and system processes, including dependencies. Assess and document system impacts related to PALM implementation. Facilitate analysis workshops with business units. Gather and document requirements as
user stories
in Azure DevOps and other tools. Manage backlog and work items in
Azure DevOps . Collaborate with development and QA teams. Develop
Test Plans and Test Cases . Coordinate testing and quality assurance activities. Review deliverables for compliance with FDOT standards. Experience Requirements
Minimum 5 years
in Business Process Analysis and Systems Analysis. Proficiency in
process mapping/modeling
using tools such as
Visio . Strong skills in
Microsoft Office Suite
(Excel, Word, PowerPoint). Proficiency in
SQL queries and data analysis . Experience with
Microsoft DevOps
(highly desired). Technical experience in
IBM Mainframe, Distributed, and Cloud computing
environments (highly desired). Knowledge of
Rules 60GG-1 60GG-5, Florida Administrative Code
(desired). Knowledge of
data migration, change/release management, testing, and QA tools
(desired). Agile project experience and use of
Azure DevOps
for managing requirements/backlogs (preferred). Key Knowledge, Skills, and Abilities (KSAs)
Job-Specific KSAs Business Analysis: Process modeling, as-is/to-be analysis, detailed research. Tools: MS Word, Excel, PowerPoint, Visio. Certifications: CBAP (Certified Business Analysis Professional) or CSM (Certified Scrum Master) highly desired. Systems Analysis & Design: Skilled in system modeling methodologies. Facilitation: Expert workshop and meeting facilitation with stakeholders. Technical Understanding: Strong grasp of IT infrastructure and software development practices. Project Management: Knowledge of State of Florida
