FINANCE & ACCOUNTING DIRECTOR III-SES, Pending Reclass to Financial Administrator-SES - 64003977 (Requisition No: 859780). Location: 6101 Lake Ellenor Drive. This position reports to the Director of the Orange County Health Department and serves as the department’s Chief Financial Officer, responsible for the agency’s financial standing and supervision of administrative services (Finance, Purchasing, Budget, Contracts and Facility Management). The title will be reclassified to Financial Administrator-SES. DOH – Orange is a tobacco free agency. Job Duties and Responsibilities

Supervise and direct administrative services: Finance (AR/AP), Purchasing, Budget, Contracts and Facility Management. Exercise independent judgement to maintain internal controls and ensure financial sustainability. Lead in budgeting, financial reporting, and overseeing the agency’s trust funds and expenditures. Formulate and maintain policies and procedures to ensure compliance with standards, statutes, and administrative code; train staff accordingly. Oversee budget development and management, including preparation and monitoring of the CHD spending plan and OCA budgets. Oversee agency financial operations, including accounts payable/receivable, travel, third-party billing, and P-card compliance; ensure timely and accurate financial reporting. Oversee contracting processes, purchasing approvals, and vendor management in alignment with budget and regulatory requirements. Ensure internal controls and collaborate with Medical Directors on inventory control and related oversight. Knowledge, Skills and Abilities

Knowledge of accounting principles and practices; ability to prepare financial statements and reports. Ability to design and implement accounting systems and analyze accounting data. Strong planning, organizational, and communication skills; ability to work independently and establish effective working relationships. Experience with SAMAS, MFMP, Word, and Excel; experience with budget development, monitoring, and reporting. Minimum Qualifications

Willing to work before, during, and/or beyond normal hours in emergencies. 5 years of verifiable experience as a CFO, Business Manager, or Financial Administrator. 5 years of verifiable experience managing a budget of $35 million or more. 5 years of experience managing multi-million-dollar contracts. 6 years or more of verifiable supervisory experience. Preferred Qualifications

Bachelor's Degree in Finance or Accounting from an accredited institution. Current Certified Public Accountant (CPA) license. Experience working with state of Florida accounting systems.
