Overview The Assistant Fire Chief directs the operations and activities of assigned Fire Department divisions, including developing budgets, short- and long-term goals and objectives, policies and procedures, and evaluating operational effectiveness. Work involves a combination of managing people, programs, and processes, exercising decision-making responsibilities regarding policy implementation and overseeing the planning and delivery of future services. Jobs at this level are consistently delegated certain functions normally performed by the Department Director. The Assistant Fire Chief supports the Department Director in guiding the development, administration and changes to programs and policies, and is typically responsible for planning and executing services and programs under the general direction of the Director.

Duties and Responsibilities

Supports the Director in the execution of department strategic plans, implementing initiatives, and directing operational activities. Coordinates major projects and continuous quality improvement efforts

Supervises, manages, and evaluates assigned employees and makes decisions about hiring, training, discipline and/or termination of employees. Prioritizes and assigns work, develops and oversees work schedules, and approves time-off requests

Facilitates and provides employee training and development

Determines or makes recommendations regarding new hire salaries and salary changes, acting as a liaison between employees and management

Serves as Department representative and advisor to management, City officials, boards, commissions and outside agencies.

Participates in departmental policy development and review

Develops and oversees the operating budget administration. Reviews financial statements, monitors and approves expenditures and resource allocation, and ensures budgetary compliance

Provides technical guidance for various projects and processes, including handling escalated customer concerns

Makes recommendations to the Fire Chief regarding personnel, allocation of Department resources, equipment, and funding

Oversees programs, plans for future facility needs, and coordinates the inventory level of stations and the overall department. Negotiates with vendors on supplies

Administers all Department operations and assumes full command in the absence of the Fire Chief

Typical Qualifications Education and Experience:

Bachelor’s Degree in Business, Fire Administration, Fire Science, or related field and 10 years or more experience in leadership, personnel management, incident management, fire inspections, plan review, or a related field

Licensing and Certifications:

Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain within 60 days of hire

Applicable local, federal and state laws, codes and regulations

Modern office practices and procedures, including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications

Supervisory principles, practices and techniques in training, coaching and developing staff, including mediation, negotiation and conflict resolution

Directing the development and implementation of goals, objectives, policies, procedures and work standards

Overseeing the implementation and adherence to quality assurance and standards

Administering all Department operations and with full command in the absence of the Fire Chief

Utilizing a wide range of leadership skills to analyze situations, formulate and evaluate possible solutions, and make a recommendation on, or implement an effective course of action with strategic political acumen, tact, and diplomacy

Interpreting and explaining Department policies, regulations, and relevant laws

Communicating effectively verbally, in writing, and in public presentations

Establishing and maintaining effective public relations and working relationships

Responding promptly to emergencies

Work Environment and Physical Effort:

Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.

Work Environment:

Work is typically performed in an office or similar indoor environment or in a vehicle. Employees may occasionally work in an outdoor environment, street environment (near moving traffic), at a construction site, or in a warehouse environment.

Work Exposures:

Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to extreme cold (below 32 degrees), extreme heat (above 100 degrees), fumes or airborne particles, toxic or caustic chemicals or substances, or loud noises (85+ decibels average over 8-hour working day such as heavy trucks, jack hammers, leaf blowers, lawn mowers, construction).
