Overview
Pinellas County is seeking an experienced professional to oversee and maintain the Intelligent Transportation System (ITS) in Pinellas County. This Engineer 2 (ITS Project Manager/Inspector) position is located at: 22211 US Hwy 19, Clearwater, FL 33765. Work Schedule: Monday – Friday; 8:00 a.m. – 5:00 p.m. This is very responsible technical engineering work which may involve day to day supervisory responsibility for the preparation or review of plans, designs, or specifications for ITS projects. Employees in this class assume responsibility for complex and diversified projects involving the design, construction, analysis, review, inspection, maintenance, operation, and project management of ITS and traffic control systems. Employees are expected to exercise considerable independent judgment in resolving problems. The position reports to a senior manager, supervisor, or designee. Base pay range: $29.96/hr - $47.93/hr. May supervise, plan, and direct the activities within a unit or organization. Design and prepare plans, specifications and cost estimates for transportation projects and prepare reports on program plans and specifications. Coordinate and obtain permits for consultant and in-house design projects. Prepare scope of services, schedule and cost estimates; review and comment on all contract documents including plans and specifications; coordinate staff review and other’s comments with consultant’s efforts to resolve conflicts during the design phase. Represent the county in the coordination of civil engineering, or other projects including assisting with the selection process for consultants or general contractors, preparing scopes of work, preparing contracts and directing, reviewing, and coordinating consultants while working on several projects simultaneously. Perform complex technical engineering reviews and develop professional engineering specifications. Coordinate staff review and comments with resolving conflicts during design and construction phases of a project. Prepare scope of services, schedules and cost estimates; review and comments on construction projects and/or performance contract documents including plans and specifications; also, coordinate staff review with consultant’s efforts to resolve conflicts. May prepare and submit input to CIP budget. What Do You Need?
Experience:
Design, review or construction of public works or utilities projects (engineering, transportation, computers, or electronics). Degree:
Civil engineering, electrical engineering, computer sciences or related field with a basic understanding of CADD systems. 8 years' experience as described above. Associate's degree and 6 years' experience as described above. Bachelor's degree and 4 years' experience as described above. Master's degree and 2 years' experience as described above. Doctoral degree and some experience as described above. An equivalent combination of education, training, and/or experience. Valid Florida Driver's License. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. IMSA Traffic Signal Inspector for Advanced Technologies IMSA Traffic Signal Inspection Level 2 Traffic Signal Technician Level 2 Advanced Maintenance of Traffic certification CTQP Asphalt Paving Technician - Level 1 Maintain or ability to obtain State Law Enforcement Radio Systems (SLERS) clearance Maintain or ability to obtain Pinellas County/BTS/Pinellas County Sheriff CJIS security credentials. Highly Desirable Skills and Certifications
Knowledge, Skills, and Abilities: Knowledge in preparation of design drawings, specifications, and cost estimates. Skilled in reviewing final pay estimates on completed contract work prior to payment. Ability to perform technical engineering investigations, prepare reports on findings, and assign specific duties to staff on assigned projects. Skilled in planning or supervising construction or inspection of transportation projects. Ability to coordinate with contractors and inspectors working on public works construction projects to explain and interpret plans and specifications, checks materials, arranges tests by laboratories and completes progress reports. Ability to supervise and inspect construction in public right-of-way to ensure county standards are met. Knowledge of current Pinellas County Roadway Design Standards and Specifications. Knowledge of the principles and practices related to traffic control systems and signal timing. Knowledge of the principles and practices of civil engineering and advanced mathematical applications. Ability to identify and analyze ITS/ATMS operational and technical issues and resolve independently. Skilled in the use of engineering instruments and equipment and ability to utilize computer applications to engineering design, drafting, and mapping. Ability to work with minimum supervision under broad guidelines and obtain, analyze, summarize, and maintain transportation systems technical engineering data and records. Benefits
