Overview
We are seeking a proactive and experienced
HS Specialist
to join our client’s team as a direct hire. This role will champion Health & Safety (HS) initiatives on-site by analyzing work environments, improving safety culture, inspecting for compliance, and developing training and prevention programs. This position plays a key role in driving continuous improvement of health, safety, and process safety performance across the site. Responsibilities
Actively participate in Joint Health & Safety Committee (JHSC) meetings (monthly) Member of local site management team Lead Emergency Response Team (ERT) activities: drills, critiques, training, and equipment inspections Encourage and support Health & Wellness (H&W) team initiatives Collaborate closely with site HSE peers Field Presence (Target: 20% / Turnarounds: ~80%) Conduct daily field audits (LCPs, My Check 5s, GSWP audits) Recognize positive behaviors and correct unsafe conditions through coaching and feedback Attend Operations, Maintenance, and Contractor toolbox meetings weekly Provide primary H&S support during turnarounds, including toolbox meetings, field observations, safety lunches, and daily coordination meetings Maintain training matrix and schedule annual FMT/CBT training Prepare and deliver monthly plant-wide safety meetings Administer HSI and TrakStar systems Coordinate annual fire extinguisher training and H&S equipment inspections Onboard new employees and provide refresher training on safety programs Provide quarterly reports on training status Maintain contractor safety program and liaise on safety issues Develop and update H&S and ERT procedures Serve as H&S approver for Management of Change (MOC) and Variance processes Coordinate physical, industrial hygiene monitoring, and regulatory inspections Participate in PSM dashboard and RC14001/ISO system meetings Ensure completion of weekly, monthly, and quarterly HSE inspections Lead or participate in investigations (using Cause Mapping / RCFA techniques) Prepare incident alerts and learning reports Manage HSE purchase requisitions and invoices Act as point of contact during external audits and inspections Assist with Enablon HSE action items and severe weather preparedness planning Qualifications
Minimum education required of the position. Minimum High School Diploma or GED. Technical Degree or similar is a plus. 5 plus years of maintenance experience utilizing SAP in Oil and Gas, or petrochemical facilities. Follow the 10 Expectations of Employees & Leaders, Life Saving Behaviors, and HSE Commitment Charter Complete all required HSE computer-based training on time Maintain visible presence in the field and foster employee engagement in safety programs Participate in risk assessments (PHA, CTA, JSA) Stay up to date on current plant HSE technologies, rules, and regulations Support and enforce corporate and site HSE policies, procedures, and ISO/RC 14001 programs Experience with SAP and industrial safety systems is preferred Education
Bachelor’s degree in related field or 10+ years in industry Experience
5+ years of experience at a chemical plant or refinery environment required 3+ years of experience across multiple HSE areas (environmental, health, occupational safety, process safety) is a plus Strong knowledge of OSHA and NIOSH standards (including Process Safety Management (PSM)) Familiarity with API, ASME, and NFPA standards Incident investigation experience (Cause Mapping, Root Cause Failure Analysis) Emergency Response experience (HAZMAT, ICS, First Aid, Confined Space Rescue) Excellent communication and interpersonal skills—able to train and influence at all levels Proficiency in MS Office TWIC Global Edge Group, LLC
