Overview

The Payroll Manager is responsible for the accurate and timely processing of payroll for all college employees, including faculty, staff, student workers, and adjunct instructors. This role ensures compliance with federal, state, and local regulations, as well as internal college policies and collective bargaining agreements. The Payroll Manager serves as a liaison between Human Resources, Finance, and other campus departments to coordinate payroll operations and reporting. Key Responsibilities

Manage and process biweekly payrolls for exempt and non-exempt employees. Ensure accuracy in wage payments, tax withholdings, deductions, garnishments, benefits, and retirement contributions. Process the necessary reporting and remitting of benefits payments. Maintain compliance with federal/state labor laws, IRS regulations, and college policies. Oversee payroll-related reporting, including W-2s, 941s, STRS, SERS, and other required filings. Collaborate with HR on new hires, terminations, promotions, and leave-tracking as it relates to payroll. Interpret and implement payroll-related provisions in union contracts and personnel policies. Supervise and support payroll staff, including training, performance reviews, and workflow management. Manage payroll system setup and updates across internal ERP and Payroll systems, as well as third-party payroll providers. Reconcile general ledger payroll accounts and coordinate journal entries and audits with the accounting department. Serve as primary point of contact for payroll-related inquiries from employees and departments. Participate in internal audits and external financial audits as needed. Required Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, or related field. Minimum of 3 years of payroll experience, with at least 2 years in a supervisory or management role. Strong knowledge of payroll laws and regulations (FLSA, IRS, DOL, etc.). Experience working with payroll systems and HRIS platforms. Excellent analytical, organizational, communication skills, and close attention to detail. High level of integrity and discretion in handling confidential information. Preferred Qualifications

At least 2 years supervisory or management experience. Experience in higher education or public sector environment. Familiarity with unionized workforces and collective bargaining agreements. CPP (Certified Payroll Professional) certification. Proficiency with systems such as Ellucian Colleague and ADP. Proficiency with systems such as Ellucian Colleague and ADP. Work Environment

Office environment on a college campus. Occasional extended hours during peak payroll periods or year-end processing. Details
