About the Position Make a Meaningful Impact in Insurance Oversight – Join Our Team as Assistant Chief Financial Examiner! The Office of the Insurance Commissioner (OIC) is looking for a dynamic and experienced leader to join our Company Supervision Division as Assistant Chief Financial Examiner. In this role, you will be an essential member of the management team, collaborating with departments across the organization to ensure the integrity and solvency of licensed insurers in Washington State. You’ll have the opportunity to supervise and develop a dedicated team of examiners, guiding them through the examination process while ensuring compliance with Washington State insurance laws, regulations, and NAIC Accreditation Standards. As a key part of your responsibilities, you’ll also serve as the acting Chief Financial Examiner when needed and report on the status of ongoing and upcoming examinations. Your leadership will be crucial in driving the efficiency and accuracy of the examination process. You will oversee the development and updates of policies and procedures, ensuring all examination activities meet high standards for quality, timeliness, and compliance. Additionally, you will be responsible for preparing detailed reports, reviewing findings, and presenting recommendations for corrective actions when necessary. Representing the OIC at NAIC meetings, working groups, and task forces, you’ll contribute to national initiatives that shape the future of insurance regulation. https://www.insurance.wa.gov Key Responsibilities : Participate as a member of the Company Supervision management team, and coordinate with other departments as necessary. Assume role of acting Chief Financial Examiner when requested. Report on the status and significant issues of current examination and as well as planned future examinations. Ensure compliance with Washington State insurance laws and regulations, and the NAIC Accreditation Standards relating to the Financial Examination Unit. Develop and update policies and procedures for the Financial Examination Unit. Supervise, train, and evaluate examination staff. Assign examiners to specific examinations and perform quality verification of their work, ensuring examination timeliness/efficiency; set standards for examination procedures and quality; review and evaluate documents and information for completeness, accuracy, and compliance with policies and standards. Extract and compile data to prepare narrative, statistical, or other reports for review and analysis. Approve form and content of examination reports before forwarding reports to the Chief Financial Examiner for approval or adoption. Represent the OIC on Working Groups and Task Forces at the NAIC meetings as directed by Chief Financial Examiner and/or Chief Financial Analyst. Required Qualifications : The incumbent of this position must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section. Option 1:

Nine (9) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications. Option 2:

An associate degree, seven (7) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications. Option 3:

A bachelor’s degree, five (5) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications. Option 4:

A master’s degree, three (3) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications. * Qualifying professional experience is defined as experience (auditing, analyzing, or preparing financial statements; balance sheets, income statements, cash flow statements, and notes thereto) as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor, or external auditor or examiner of insurance companies, banks, savings and loan associations, etc., State or Federal). AND Five (5) years of management or supervisory experience in a lead or advanced position. Intermediate level Microsoft Office skills (Word, Excel, and Outlook). Preferred/Desired Qualifications: Prior work experience in a regulatory environment. Familiarity with insurance company operations. Familiarity with NAIC programs and operations.
