The New York State Department of Agriculture and Markets is seeking a
Senior Attorney or Assistant Attorney
to provide a full range of technical legal services supporting Department programs. This position serves as a legal advisor to program administrators, policy analysts, and division staff, with a primary focus on issues involving the Department’s Divisions of Land and Water Resources, Plant Industry, Animal Industry and Weights and Measures. Tasks may include legal analysis, memoranda, guidance, Department position statements, FOIL requests, legislative amendments and/or rulemakings, consultation with program managers, research requests, and analysis of proposed legislation for legal sufficiency and effect on agency programs. The position may also represent the Department in administrative proceedings. The Senior Attorney or Trainee is a full-time position working 37.5 hours per week, Monday-Friday. This position will be based out of our Albany office at 10B Airline Drive, Albany, New York. Telecommuting opportunities are available in accordance with the agency’s Telecommuting Program Guidelines. Salary and Traineeship
This position requires the completion of a traineeship leading to Senior Attorney, G-25; length determined by credentials and experience. The starting salary for each level is as follows (subject to agency rules): Assistant Attorney 1, NS = Grade 18 — $66,951/year Assistant Attorney 2, NS = Grade 20 — $74,193/year Assistant Attorney 3, NS = Grade 22 — $82,326/year Completion of the traineeship results in permanent advancement to the Senior Attorney, SG-25 (starting salary $96,336). Candidates may be eligible for appointment directly to higher levels. Minimum qualification details are provided below. Benefits: This is a PEF-represented position with benefits including health insurance options, dental and vision coverage, NYS Pension Plan, and generous paid time off. Within the first year, eligible time off includes 5 personal days, 13 vacation days, 13 sick days, and 13 paid holidays. Senior Attorney, G-25:
Admission to the NYS bar and two years of post-licensure professional legal experience. Specialized requirements include 3 months to less than 1 year of Government Administrative Law Experience in Grants and Government Contracts and MOUs; and at least novice experience in Advisory Memoranda, Contract Drafting, Review, and Analysis. Traineeship Qualifications:
Applicants with credentials below the above requirements will serve in a traineeship leading to Senior Attorney, Grade 25. The length of the traineeship will be determined by credentials and experience. Examples include: Assistant Attorney 1, NS = Grade 18: Law School Graduation or eligibility to take the NYS Bar Examination Assistant Attorney 2, NS = Grade 20: Admission to NYS Bar Assistant Attorney 3, NS = Grade 22: One year as Assistant Attorney 2 or admission to NYS Bar and one year of professional legal experience Senior Attorney, Grade 25: One year as Assistant Attorney 3 or admission to NYS Bar and two years of post-licensure professional legal experience Notes: Part-time and volunteer experience can be prorated. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). During the NY HELPS period, the title may be filled via non-competitive appointment (no examination required) if minimum qualifications are met. In the future, appointments may transition to competitive status. While serving in a NY HELPS title, employees may participate in promotion examinations for which they qualify.
