Overview
Modern Technology Solutions, Inc. (MTSI) is seeking an Agile Delivery Manager to join our team in El Segundo, CA or in Colorado Springs, CO to support the MSEIT contract at Space Systems Command (SSC). This senior role is responsible for coordinating delivery across three Agile development teams and a system integrator, driving execution within a U.S. Space Force (USSF) software acquisition environment. While we employ SAFe Program Increment (PI) techniques, we tailor our Agile practices pragmatically to mission needs. The Agile Delivery Manager will lead synchronization across contractors, integrate inputs from multiple teams, and support government stakeholders under SE&I responsibilities. This role is hands-on, delivery-focused, and critical to ensuring outcomes align with operational needs and mission priorities.
The MILSATCOM Systems Engineering, Integration, and Test (MSEIT) effort provides leading edge Systems Engineering & Integration (SE&I) for the US Space Force\'s Space Systems Center (SSC). We support the Space Force\'s acquisition of state of the art satellite communications systems, providing global secure, survivable, and protected communications for our nation\'s warfighters. Responsibilities
Delivery Leadership:
Drive Agile delivery execution across multiple development teams and the system integrator, ensuring alignment with SSC and USSF mission objectives.
Scrum of Scrums Facilitation:
Lead and manage Scrum of Scrums to synchronize teams, track dependencies, and resolve cross-team issues.
Program Increment Planning:
Plan and facilitate PI events, ensuring milestones, deliverables, and commitments are coordinated across teams.
Government & Stakeholder Interface:
Support SSC with program management tasks such as integrated status reporting, schedule coordination, and risk/issue tracking.
Mission Alignment:
Engage directly with operational users, Space Operations Command (SpOC), USSPACECOM, DoD CIO, other combatant commands, services, and agencies, along with OA authority representatives to ensure increments meet operational and cyber requirements.
Cross-Discipline Coordination:
Collaborate with SE&I, cyber, DevOps, and engineering disciplines to align technical execution with delivery goals.
Agile Coaching:
Guide teams and stakeholders in applying Agile practices effectively—balancing speed and mission assurance over strict process adherence.
Continuous Improvement:
Implement metrics, retrospectives, and lessons learned to improve delivery velocity, quality, and integration effectiveness.

Required:
Active DoD Secret clearance or the ability to obtain one is required for this position
Bachelor\'s degree in Engineering, Computer Science, or related field (Master\'s preferred).
10+ years of professional experience in program execution, Agile program management, or systems/software engineering, with at least 3+ years leading delivery at scale.
Proven experience managing Agile software delivery across multiple teams, ideally within a DoD or large-scale systems integration environment.
Strong knowledge of PI planning, Scrum of Scrums, and scaled Agile delivery, with the ability to adapt frameworks pragmatically.
Familiarity with SpOC Operational Authority (OA) process, as well as RMF and cATO practices.
Desired:
Prior experience supporting DoD acquisition programs or large-scale systems integration efforts.
Exposure to SAFe or other scaled Agile frameworks.
Knowledge of SATCOM systems, networks, or operations.
Familiarity with DevOps practices, and cloud-native technologies.
Hands-on experience using Jira for backlog management, reporting, or Agile program coordination.
Project Management Professional (PMP), SAFe Agilist, or other relevant certification (or willingness to pursue).
Compensation The pay range for this position in California is $136,000/year to $171,000/year; and in Colorado Springs, CO is $124,000/year to $155,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
