Overview

The Broward County Board of County Commissioners is seeking qualified candidates for Program/Project Coordinator, Senior. This position is responsible for assisting with writing and preparing Information Technology (IT) contract documentation for new contracts, contract renewals, master agreement revisions and amendments of existing contracts for IT goods and services (i.e., equipment, software licenses, maintenance services, materials, supplies, or products). Administers large-scale programs and/or projects that have County-wide impact. Works independently, under limited supervision, reporting major activities through periodic meetings. Additional responsibilities include: Coordinate and assist with development of documents/exhibits such as Statements of Work (SOWs) with input from County Attorney, Purchasing, Project Managers (PMs), Subject Matter Experts (SMEs), and vendors, as well as collaborating with internal staff and other departments. Provide Contracts leadership and support to SMEs and PMs within various County agencies on developing the Statements of Work (SOWs) and other contract documents. Assist with proposal activities; including developing, organizing and conducting reviews and meetings for SOWs and Requests for Proposals (RFPs). Assist with developments of Sole Source, Only Reasonable Source, and other procurement request documents as needed. Work with County agency SMEs and testers to verify that Final Acceptance Testing has been performed according to specifics outlined in the contract agreement. Act as contract liaison between County agency and their corresponding vendor, including participation in contract negotiations and contract changes. Serves as ETS Agenda Coordinator. Review and prepare agenda items for Board approval and meetings. Assist and act as backup to the IT Contracts Administrator with review of contract licenses, insurance, vendor management, and other related tasks. Other duties as assigned. Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field. (One year of relevant experience may be substituted for each year of required education.) Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations in the area of Information Technology Contract Development and Documentation of new contracts or closely related experience. Special Certifications and Licenses Required

Possess and maintain a valid Florida Class E Driver's License based on area of assignment. Preferences

Master’s degree Certified Professional Contracts Manager (CPCM) Certificate in Paralegal studies or Certified Legal Assistant (CLA) Experience in the development of IT Statements of Work (SOWs) Government Procurement experience Superior writing, analytical, and communication skills Information Technology industry work experience Key Functions and Competencies

The following statements describe the major functions of this job role. Management may assign additional duties as needed. Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services on a large scale with County-wide impact; facilitates inclusion, prepares reports, and analyzes and interprets data. Coordinates and manages all aspects of a program or project with operational responsibility of a major scope, a large-sized budget and provides a critical County service. Assists Director and Agency Leadership by researching issues, creating memorandums, policies, procedures, reports, etc., and monitors/advises on staff compliance with policy and procedures. Conducts special research in conjunction with a project/program, analyzes data, and makes recommendations based upon research. Identifies and understands agency/business needs, contractual business requirements, and regulations governing local, state and other requirements, confidentiality obligations, warranties, liabilities, indemnification, termination clauses, breach, and remedies. Communicates business risks to project manager, senior/executive management, and approving authority for assessment and approval, while focusing on comprehending client-agencies' needs and business processes. Coordinates with state and local agency partners on projects and programs, community outreach, media relations and regional and various services; may assist with press releases and responses to media. Advises and assists the Department and Division Directors on all operational and technical matters related to the section(s) or function(s) assigned. Defines agency goals and objectives, develops and recommends policies and operating procedures. Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments, and partnering agencies. Prepares Commission agendas, including editing, posting and planning. Provides assistance and training of agency staff and contracted services providers. May oversee the Agency's training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively. Plans, organizes and implements a compliance and monitoring program, conducts contract central audits, field documentation reviews, investigations or management studies.
