Senior Technical Representative (STR) Overview

STAHL Companies provides the Program Management for its Channel of Commercial Technology companies in Government that consist of Small Businesses and New Technology start-ups. STAHL advocates for policies that can improve government services and maintain our government's competitive advantage, by bringing more technology into government programs. We advocate on behalf of our nation's innovative, new technology and small businesses looking to work with the U.S. government, aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem. The Senior Technical Representative (STR) serves as the Government’s primary point of contact for the execution of the task order, managing technical, contractual, and administrative performance requirements and providing leadership to ensure project objectives are met. The STR must have authority to independently commit company resources and communicate with senior company leadership, managing day-to-day tasking on-site or remotely. Key Responsibilities

Act as the lead liaison between the company and Government stakeholders, ensuring clear and timely communication. Provide strategic leadership, technical oversight, and direction for all assigned tasks. Allocate and commit company resources independently in support of contractual performance. Manage daily operations, schedules, and deliverables, ensuring compliance with Government requirements. Direct, coordinate, and monitor technical efforts across multiple disciplines, both on-site at NUWCDIVNPT and remotely. Oversee risk management, problem resolution, and decision-making for technical and operational issues. Ensure deliverables, documentation, and reports meet quality and schedule standards. Maintain alignment of technical activities with contract objectives, mission goals, and Government expectations. Required Technical Proficiencies

Networking & Communications Systems IP networking design and testing for submarine or shipboard systems. Router configurations, routing protocols, Quality of Service (QoS), and bandwidth management. IP over radio frequency (RF) radios and high-latency networks. Software & Systems Engineering Microsoft enterprise server and client software, virtual machines, and Linux software. Submarine or shipboard local area networks (LANs), application testing, firewall implementation, and cyber security designs/testing. Submarine Communications Systems Engineering technical services for operating and testing Common Submarine Radio Room (CSRR) equipment. Supporting submarine communications programs. Logistics & Configuration Management Development of logistics products. Configuration management for technical systems. Engineering & Installation Electrical engineering technical services, including installation of hardware and routing of cables on board submarines, ships, or in laboratories. Hands-on technical services supporting system integration and testing. Cybersecurity Meets DoD IAT Level II requirements per DoD 8570. Demonstrated experience in cyber-resilient system design and implementation. Minimum Qualifications

Bachelor’s degree in Computer Engineering, Electrical Engineering, Information Technology, or related technical discipline (Master’s preferred). 10+ years of experience managing large, complex, or multi-disciplinary technical efforts for the Department of Defense or other Federal agencies. Prior experience managing submarine, shipboard, or Navy communications system projects. Strong leadership, communication, and organizational skills with proven ability to interface with senior stakeholders. Demonstrated ability to commit company resources independently in support of project execution. Experience managing both on-site and remote technical teams. Active DoD Security Clearance (Secret or higher). Desired Qualifications

PMP or equivalent program/project management certification. Previous experience working with NUWCDIVNPT or Navy Warfare Centers. Advanced knowledge of DoD acquisition processes, Navy communications systems, and cyber security standards. Position is contingent upon award. Work Location: Newport, RI (NUWCDIVNPT) or Remote.
