About the Position Under administrative direction, manages stormwater engineering and compliance programs; prepares City stormwater code, standards, and reports; reviews stormwater compliance on private development and capital projects; develops the stormwater capital improvement plan; manages assigned projects and contracts; prepares design drawings, specifications, and cost estimates; provides technical support to maintenance personnel; and updates the Storm and Surface Water element of the City's Comprehensive Plan.

New hires generally start between $9,279.48 and $10,741.74 per month. Placement within the full wage scale depends on qualifications and experience. The full wage scale ranges from $9,279.49 to $12,434.82 per month.

Stormwater Engineer

About the Engineering Division The division provides design and construction management services, including field inspection, for the City's capital projects. It ensures compliance with development standards, plans long-term infrastructure needs, and manages contracts for architectural, engineering, and construction services.

About the City The City of Edmonds, with a population of 43,420, is located on the Puget Sound waterfront and serves as a gateway to the Olympic Peninsula via the ferry system. It offers a range of services including fire, police, municipal court, community pool, arts facilities, public works, utilities, and community events, with approximately 279 employees.

Essential Functions and Responsibilities The following duties are a representative summary and not an exhaustive list. Employees may perform additional duties as required:

Manage the stormwater engineering program and oversee compliance with the Western Washington Phase II Municipal Stormwater Permit.

Prepare annual reports and conduct public education and outreach activities.

Develop and implement stormwater codes and review private development proposals for compliance.

Manage basin plans, develop capital improvement projects, and perform hydraulic analyses.

Design stormwater systems using AutoCAD and related software.

Coordinate with city departments, utilities, agencies, and the public on project improvements.

Manage bid processes, oversee construction, and ensure compliance with standards and regulations.

Prepare and manage contracts, budgets, and reports.

Attend meetings, prepare presentations, and communicate with stakeholders.

Education and Experience Bachelor's Degree in Civil or Environmental Engineering or related field, plus four years of municipal engineering experience, preferably in stormwater design and environmental permitting, or an equivalent combination of education and experience.

Licenses and Certifications

Valid Driver's License and acceptable driving record.

Washington State Professional Civil Engineer (PE) license.

Criminal background check required; results reviewed on a case-by-case basis.

Operate computers and drafting tools.

Physical activities including lifting up to 40 lbs, working at heights, and field inspections.
