Position Description Job Title : Accounting Technician II (Purchasing Card)
Division : Administrative Services
Headquarters : Guthrie Agricultural Center, Charleston, WV
Reports To : Comptroller/Assistant Director, Administrative Services
Supervisory Responsibility : None
FLSA Status : Non-Exempt
Nature Of Work Under general supervision, the Accounting Technician II performs a complete array of paraprofessional accounting support duties. Responsible for performing moderately complex posting, encumbering of funds, and examining records to assure adherence to accounting laws and regulations.
Examples Of Work
Review purchasing card transactions for compliance with State law and regulation, such as State Auditor’s Office P-card manual, Department practices, and purchasing procedures
Review transactions for proper coding and sufficient supporting documents
Meets established State Auditor’s Office deadlines for purchasing card statement payment dates
Communicates relevant information to purchasing card holders in a professional manner such as monthly deadlines or needed corrections
Provide training to P-card holders in one-on-one and group settings
Review and process other accounts payable documents in State’s ERP system such as utility bills, travel reimbursements, grant reimbursements, etc.
Review accounts, ledgers, claims, invoices, purchase orders, receipts, or similar materials for completeness, accuracy, and compliance with laws and regulations.
Maintain accounting records; gathers data and prepares financial statements and reports from records maintained.
Prepare and illustrate statements and reports which reflect the relationships among accounts, and which require occasional searching and analysis.
May assist supervisor in compiling data, preparing summaries and reports
May train and review the work of others.
May be cross trained to serve as back-up for other Division processes
Other duties as assigned.
Working Conditions Office environment, sitting, stooping, bending, walking, stretching/reaching, keyboarding, manual dexterity, visual acuity, ability to lift over 20 pounds. Some travel required.
Knowledge, Skills, And Abilities
Knowledge of accounting laws and regulations of the Department.
Knowledge of basic mathematical computations.
Knowledge of an automated computer accounting system.
Skill in the use of office equipment such as a copier, fax machine, and personal computer.
Ability to detect and correct errors in arithmetic.
Ability to gather and compile data for use in financial reports.
Ability to communicate effectively, both verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to train and review the work of others.
Education Minimum Qualifications High school diploma or equivalent
Experience Three years of relevant, progressively complex experience related to bookkeeping, accounting, or a related area is required. Experience with government booking and accounting is preferred.

Additional Requirements
Valid driver’s license is required.
Satisfactory completion of pre-employment drug testing.
Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.
Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture.
