The Office Of Fiscal Affairs is accepting applications for a Budget & Policy Analyst. This is a professional level position that performs data and policy analysis for budgetary and financial matters. This position provides timely, accurate, and actionable information to decision-makers; offers professional guidance and support to budget offices and budget managers across the USG; and provides oversight to ensure compliance with policy and procedure. Primary Duties

Support the annual budget development process for the 26 institutions of the University System of Georgia, including reviewing institutional budget submissions, quarterly budget amendments, and expenditure reports. Submit amendment and allotment information to the Governor’s Office of Planning and Budget. Review annual institution submissions (mandatory fees, revenue projections, tuition requests, elective fees, auxiliary business plans). Monitor and research institutional budgets using reporting mechanisms and PeopleSoft Financial queries. Assist in the preparation of fiscal policies and procedures; review and update the Business Procedures Manual as approved by the state. Provide requested data or analyses to USG institutions, legislators, and other stakeholders. Develop and deliver regular and special reports; host update meetings with USG institutional staff; provide guidance to budget managers; present items to external groups as needed. Perform related duties as assigned. Additionally, this position may perform duties related to day-to-day budget management of the USO, including: Deliver professional budget and planning services to USO budget managers; develop strategies linking resource planning and program outcomes. Monitor and track departmental budgets; process budget journals and amendments; correct budget errors in PeopleSoft Financials; approve transactions within scope. Develop financial projections and models; create budget reports for department managers; support position management by monitoring personnel budgets and taking corrective action as needed. Required Qualifications

Bachelor's degree from an accredited college or university with a minimum of three years related experience, or an equivalent combination of education and experience. Preferred Qualifications

Experience in fiscal or business operations within an institution of the University System of Georgia. Master's degree with over three years of related program management experience or an equivalent combination of education and experience. Experience using PeopleSoft Financials within a higher education institution. Documents to Attach
