The Railroad Commission of Texas seeks a Programmer VI to perform complex project and operational actions and work coordination for the Mainframe Transformation section of the Information Technology Services (ITS) Division. Major responsibilities include coordinating individuals and teams to develop solutions to maintain high-performance software solutions using Agile and Waterfall methodologies. The technical environment includes newer technologies and services (Microsoft .NET, MuleSoft, SQL Server, Oracle, ForgeRock, Azure platform, including Azure DevOps) with integrations to several legacy platforms (Java, Legacy integrations, Mainframe IMS). This position will perform highly complex coding, testing, debugging, and implementation of applications; oversee research and analysis for project proposals, software and systems modifications, and new projects; oversee and/or analyze, design, plan, diagram, and verify procedures for existing and proposed applications; and develop instructions or manuals for end users. Reviews and evaluates programming efforts in relation to system requirements. Provides technical advice, assistance, and recommendations on matters related to programming operations and problems. Work is high-paced and includes work on multiple projects, interactions with multiple teams, and interactions with multiple contractors for project success. May assign and supervise the work of others. Works under limited supervision, with considerable latitude for initiative and independent judgment. Essential Job Functions
Independently write, debug, and optimize high-quality code using .NET Core, C#, and Azure services for complex enterprise applications.
Design and implement modern web APIs, microservices, and data-driven solutions in Azure environments, leveraging tools such as Azure App Services, Azure Functions, Logic Apps, and Azure SQL.
Take ownership of critical modules and drive them through the full SDLC, including architecture, development, testing, deployment, and support.
Actively participate in and lead code reviews, ensuring maintainable, secure, and efficient code is delivered.
Mentor and guide junior developers, promoting a culture of continuous learning, technical excellence, and accountability.
Work closely with project managers, business analysts, and architects to analyze business requirements and convert them into technical specifications.
Collaborate with DevOps teams to manage CI/CD pipelines in Azure DevOps and contribute to automation and release processes.
Troubleshoot complex production issues, perform root cause analysis, and implement long-term fixes.
Drive quality initiatives such as unit testing, code coverage, performance monitoring, and logging best practices.
Lead or contribute to modernization initiatives, including Mainframe Transformation and legacy re-platforming efforts.

Bachelor’s degree in Computer Science, Information Systems, or a related technical field.
8+ years of hands-on development experience in .NET Core, C#, ASP.NET, and SQL Server.
6+ years of experience with Azure services such as App Services, Functions, Key Vault, Azure SQL, Logic Apps, and Blob Storage.
Proven ability to work independently on technical tasks from design to delivery, with minimal oversight.
Experience mentoring junior developers or leading small technical teams.
Strong understanding of RESTful APIs, microservices architecture, and integration patterns.
Hands-on experience with version control systems (e.g., Git) and Azure DevOps for source control, pipelines, and deployments.
Preferred Qualifications
Bachelor’s degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, communications, business, or a related field.
At least eight (8) years of hands-on web development or closely related experience.
At least four (4) years of hands-on experience in production support, bug fixes, root cause analysis and handling high priority production support tickets.
At least six (6) years of experience using one or more of .NET Core, JSON, XML, Docker, iText, GoAnyWhere, Azure, SQL Server, Mulesoft, Informatica, and other RRC approved cloud-friendly technologies/tools.
At least four (4) years of experience performing analysis and maintenance of customer-critical .NET based applications in a high-visibility production environment.
At least two (2) years of experience developing, enhancing, maintaining applications in Azure, AWS, or Google Cloud platforms.
At least two (2) years of experience developing user interfaces using HTML5, CSS3, Angular, React, and similar technologies.
At least one (1) year of experience in data-focused projects, such as moving from Legacy to newer systems.
At least one (1) year of experience in projects using Informatica or MuleSoft ESB to move data.
At least one (1) year of experience in Data Warehouse projects.
