Summary

The position will have as its sole focus promoting mortgage lending opportunities to borrowers in Low to Moderate Income (LMI) geographies and to LMI borrowers within the bank’s assessment areas to facilitate home ownership within the communities that we serve.

Education And Experience Requirements

Basic Requirements

An undergraduate degree in a related field or an equivalent combination of training and significant work experience within the financial services industry, bank operations, lending, community relations or related fields A minimum of 5 years of related experience within a regulated financial institution preferably a bank Demonstrated experience in initiating and managing projects and work across multiple departments and operational functions

Preferred Qualifications

Strong working knowledge of or ability to quickly become fluent in the requirements of the Community Reinvestment Act (CRA), Fair Lending laws (including the Fair Housing Act, Equal Credit Opportunity Act, Home Mortgage Disclosure Act) and related regulations Demonstrated leadership skills and ability to effectively formulate, communicate, and drive a CRA-based production plan Excellent verbal, written, and interpersonal communication skills with the ability to communicate with executive management, regulatory officials, and community and government representatives Ability to maintain and leverage a wide range of CRA-related contacts in the bank footprint including private, state and local government and community organizations A team player able to work effectively in a team fostered, multi-tasking environment Proficient in Microsoft Office suite, e.g. Excel, PowerPoint, Word, Outlook Position is required to travel P articipate in all required compliance training, including Bank Secrecy Act/anti-money laundering training, as well as internal and external training programs, online training, meetings, and seminars/conferences, etc.

Job Functions

Originates Community Reinvestment Act (CRA) loans in targeted assessment areas. Networks with community organizations, local business leaders, housing agencies, realtors, builders, and other referral sources to generate mortgage leads with focus on CRA products. Takes mortgage applications, conducts preliminary underwriting reviews, and submits loan applications to processing. Remains the front line contact with customers and realtors for follow up documentation needed to approve and close loans. Incumbents are customarily and regularly engaged in making and soliciting loan sales and conducting sales-related activities away from UCB locations. This position requires National Mortgage Licensing System (NMLS) registration under the terms of the S.A.F.E. Act of 2008 and Regulation Z. You will be subject to the required registration process, which includes a criminal background and credit check. Failure to meet or maintain any of the NMLS registration requirements, including maintaining a satisfactory criminal and credit record, may result in a rescission of your offer or termination of employment. Collaborate with senior management and the CRA Development Officer in furthering the organization’s commitment to being a meaningful and active participant in the communities in which the bank operates and act as an advocate for the bank in connection with identified community-focused service and lending opportunities Collaborate with the bank’s CRA Committee and CRA Development Officer on the Community Reinvestment Act strategic plan as it relates to residential mortgage production Engage in community networking in an effort to seek opportunities to partner with organizations to bring innovative and flexible financial solutions to meet the financial and credit needs of low- and moderate-income individuals, with a specific focus on residential mortgages Liaise with local governments and community development organizations ensuring the bank’s presence is known and respected in the community. Build and manage a network of contacts within state and local government and community organizations. Develop recommendations, presentations and reports for the CRA Committee with recommendations regarding potential direction for the mortgage channel. Develop close working relationships throughout the organization, including but not limited to the sales, business development and internal corporate teams. Document CRA activities and outreach efforts performed Ensure UCMS staff is aware of and trained on CRA and fair lending requirements Maintain up-to-date on CRA-related industry practices, and trends through attending training events and conferences NMLS # initial registration and annual renewal is required for this role. This process includes fingerprinting and background checks. Other duties as assigned
