Overview In this role, you will be responsible for leading all preconstruction activities on large water projects, including developing budgets, value engineering, schedules, procurement plans, subcontractor prequalification, detailed take-offs, estimates, bid package scope definition, bidding process management, bid evaluation, and presentation of estimates. You will also evaluate alternatives and conduct comparative studies.
Job Responsibilities
Pre-Estimate:
Participate in design review meetings, monitor scope, cost, and constructability during design development.
Lead or participate in Estimate Plan meetings, ensuring strategy feasibility, risk evaluation, and resource allocation.
Estimate Development:
Lead estimation teams when in the lead estimator role.
Ensure tools, information, and resources are adequate.
Engage with proposal and design teams as needed.
Identify risks, create conceptual estimates, review clarifications, and ensure compliance with RFPs.
Participate in operational estimate reviews and assess value engineering options.
Subcontractor Management:
Develop and maintain subcontractor relationships and communication strategies.
Ensure competitive bidding and qualified subcontractor selection.
Coordinate with local subcontractors and lead pre-bid meetings.
Develop process flows and standard documents, and ensure positive subcontractor experiences.
Identify advantageous subcontractors and develop key relationships.
Assist with federal or public sector project participation plans.
Support contract and risk register development.
Post Estimate:
Ensure budget compliance, participate in scope reviews, and assist in subcontractor selection.
Compile lessons learned, manage handoff to project teams, and support buyout and change orders.
Database Maintenance:
Maintain databases for subcontractors, bid forms, cost history, and estimates.
Training:
Train staff and personnel, develop training programs, and participate in performance reviews and career development.
Travel:
Travel up to 25% for meetings, site visits, and conferences.
Miscellaneous:
Manage resources, coordinate with other project groups, share best practices, and perform other duties as assigned.
Qualifications
Bachelor’s degree in Engineering, Construction Management, or related field plus 10 years’ experience, or 15 years’ relevant experience.
Experience with large-scale water and wastewater projects.
Knowledge, Skills, Certifications
Estimating, scheduling, budgeting, construction, client relationships, subcontractor/vendor relations, computer skills.
Proficiency with estimating software (e.g., Beck Destini, Accubid, Bluebeam, InSite).
Strong communication, organizational, and leadership skills.
Ability to manage pursuits and support staff effectively.
Knowledge of bid practices and industry standards.
