Overview
The Metropolitan Transportation Authority (MTA) is seeking a Senior Manager, Capital Payments B&T to lead the timely review and processing of all Capital project payments for MTA Bridges & Tunnels. This role ensures payments to outside vendors are disbursed accurately and in accordance with contract terms, and it involves managing team workload and collaborating with Procurement, Legal, Project Management, and other stakeholders. Responsibilities
Select, develop, and motivate personnel within the department; provide career development and coaching; administer disciplinary actions when necessary. Review staff performance and create a professional environment that respects individual differences and supports employee growth. Manage payment status daily, resolve payment/processing issues, and maintain payment data in select databases; generate reports for the Capital Payment Information Log for stakeholders. Analyze and prepare account reconciliations with IMPACT/WAR certificates from Capital Budget to maintain the Capital Accounting Control Log. Review bi-monthly MTA Risk & Insurance Management reports for C&D and agency contracts to verify insurance prior to payment authorization. Review and approve payments verified by staff and posted to contract payment tracking in Excel; ensure compliance with Prompt Payment Legislation. Process special payment requests (e.g., lien checks, substitutions of securities in lieu of cash retainage, lien assignments, contract closeouts). Support external and internal audit processes; provide audit evidence and information regarding MTA procedures and documentation as needed. Perform other duties as assigned. Required Qualifications
Strong understanding of Microsoft Office Suite (Word, Excel, Outlook), PeopleSoft, IMPACT or related systems. Solid knowledge of GAAP and Internal Controls; understanding of payment processing and related controls; ability to reconcile across financial systems. Excellent communication, interpersonal, organizational, and presentation skills; ability to interface with all internal levels and external agencies; ability to work under pressure and meet deadlines. Demonstrated managerial skills to direct a staff of professional and technical employees toward short- and long-term goals. Proven analytical and quantitative abilities; ability to manage multiple priorities in a high-profile environment. Required Education and Experience
Bachelor’s degree in accounting, finance, or related field, or equivalent combination of education and experience. Master’s degree or CPA license may substitute for 1 year of related experience. Minimum of 6 years of experience in accounting, audit, or finance; demonstrated supervisory and/or leadership abilities. Preferred
Master’s degree in a related field; three years in a managerial/leadership role. Experience in a large, multi-faceted, fast-paced organization or governmental body; familiarity with MTA policies, procedures, and collective bargaining. Knowledge of PeopleSoft and reporting systems. Location and Employment Details
Work location: 2 Broadway; Full-time position with telework eligibility (currently one day per week). New hires may apply 30 days after their effective hire date. Salary range: $116,000 – $124,727 per year. Deadline: Until filled. Other Information
