The County of Monterey is hiring for one vacancy and invites applications for the position of Finance Manager II. The County Administrative Office (CAO) oversees the preparation, adoption, and administration of the County’s $2.3 billion budget and coordinates the activities of county departments to ensure effective accomplishment of the Board’s directives and policies. The Administrative Office includes the divisions of Budget and Analysis, Contracts and Purchasing, Finance and Intergovernmental and Legislative Affairs. The CAO is looking to hire an experienced and ethical Finance Manager II with excellent interpersonal and analytical skills. The role involves overseeing fiscal, billing, and grant accounting systems and procedures to ensure accuracy and quality of all financial operations within the department. The successful candidate will oversee applications, budget administration, and compliance with state and federal laws affecting fiscal operations, supervise staff, coordinate budget preparation, and provide budgetary and fiscal guidance to the Department Head and management team. Examples of the duties include maintaining knowledge of public finance administration standards, coordinating fiscal accounting systems, establishing working relationships with management, supervising staff, advising management on fiscal policies, preparing financial reports and budgets, directing accounting systems and controls, and ensuring audits are passed. Maintain knowledge of industry standards for public finance administration, cost and fiscal control accounting, budget preparation and management, financial reporting, forecasting and financial analysis. Coordinate and maintain fiscal, billing and grant accounting systems and procedures to assure accuracy and technical quality of fiscal programs. Establish and maintain positive working relationships with Department management and staff, other Departments, outside agencies, vendors and state and federal program auditors. Manage and supervise professional, paraprofessional, technical and/or clerical staff; provide training in accounting applications, budget administration and state and federal laws; plan and organize work; provide staff development training; select and evaluate staff. Advise management on fiscal policies, goals, objectives, standards and programs. Prepare or supervise the preparation of complex periodic and special accounting reports, financial statements, budgets, cost analyses, rate studies and projections. Provide planning and oversight for departmental budgeting; develop timelines and coordinate the financial portion of the budget; provide budgetary and fiscal advice to the Department Head and management staff. Direct and monitor departmental accounting systems, financial controls and accounting operations including general ledger and cost accounting, financial reporting and internal auditing. Ensure fiscal programs meet standards and pass State and Federal audits; prepare responses to disputed audits and materials for appeals as appropriate. Qualifications

Education/Experience : Bachelor’s degree in Public or Business administration, Economics, Accounting, Finance or a related field with coursework in accounting, finance and business administration.

Experience : Three years of increasingly responsible experience in fiscal resource management, including at least one year of significant administrative experience in public finance and accounting.

Knowledge, Skills and Abilities : Thorough Knowledge: Principles and methods of public finance administration; accounting operations, budgeting, fiscal control auditing, cost accounting, financial reporting, forecasting and financial analysis; computerized data processing as applied to financial management. Working Knowledge: State and Federal laws affecting fiscal operations; supervision and management principles; common office software; quantitative analysis and statistical reporting. Skill and Ability: Direct, plan and organize fiscal and accounting operations; interpret and apply laws and policies; prepare and interpret financial data; use personal computers. Conditions of Employment

Possess a valid California Class C driver’s license or provide suitable transportation. Be available to work a flexible schedule, including evenings, weekends, holidays, and during emergencies; travel out of County for meetings. Benefits
