Director of Inspectional Services – Brown University (Public Safety and Emergency Management)
The Brown University Department of Public Safety is a dually accredited department (CALEA and RIPAC) that provides the overall safety and security of the campus community. The Director of Inspectional Services provides oversight and strategic leadership over the Inspectional Services Bureau, with responsibilities including receiving and responding to citizen complaints, examining personnel and case records for conduct compliance, conducting in-depth case analyses, and overseeing recruitment and selection processes. The director also represents BUDPS on university-wide Threat Assessment Teams.
The position supports the BU DPS strategic plan and mission by evaluating quality of operations, identifying resource needs, ensuring control and efficiency, and engaging with the broader Brown University Department of Public Safety Enterprise to coordinate with units across Brown.
The Director oversees the internal affairs, citizen commendation and complaint process, and is responsible for all inspections within the department, including evaluation of facilities, vehicles, equipment, records, personnel, investigative procedures, crime reporting practices, training outcomes, patrol operations, and overall effectiveness. Based on audits and inspections, the director will provide data-driven written reports and recommendations. The position reports to the Deputy Chief of Police/Executive Officer, with a dotted line to the Vice-President for Public Safety and Emergency Management.
The inspectional process compares the department’s formal expectations with actual performance. The Director must be effective in working with individuals and teams, focused on results while appreciating process, and skilled at data-driven decision-making and implementation. This position is the primary contact and has delegated authority for all inspectional services functions for the BU Department of Public Safety, leading inspectional services to ensure compliance with state, federal, university and accreditation requirements. The director will collaborate with a wide range of community members and public safety partners to advance the mission of Brown University Public Safety and support the broader University.
Key capabilities include collaborating with campus partners and external stakeholders, envisioning and communicating strategy for short and long-term objectives, and effectively managing the execution of strategic initiatives to sustain unit and bureau success.
The Director will eventually oversee a police sergeant, 1–2 non-sworn personnel, and 1–2 student employees.
Major Responsibility: Manage and provide direct oversight of the Inspectional Services Bureau – 75%
Oversee strategic development and operation of BU DPS Inspectional Services Processes, focusing on KPIs to align mission, values, goals and objectives. Assist the Director of Finance and Administrative Services, Director of Advocacy, Engagement, and Communications, and Deputy Chief with implementation of personnel practices and decisions, including recruitment, selection, evaluation, promotions, and accountability to attract, develop, and retain a diverse workforce. Manage all internal investigations within the Brown University Department of Public Safety, providing reports and analyses. Conduct investigations in coordination with other University departments on sensitive matters or university-wide threat assessment concerns. Plan and survey operations; receive, review and analyze operational reports; evaluate bureau effectiveness and recommend corrective actions. Oversee background investigators and the background investigation process for candidates who have advanced in the selection process. Serve on various University committees. Plan and establish goals for all inspectional services efforts within the Department of Public Safety. Assist with development and execution of strategic plans and surveys aligned with department priorities. Collaborate with senior leadership to develop/manage the DPS recruitment and selection processes, ensuring outreach and hiring align with University values. Coordinate with Professional Accountability and Community Compliance partners to support onboarding reflecting DPS mission and expectations. Participate in local, state, and national campus public safety professional associations. Establish metrics and provide analyses for the entire department to support data-driven decision making. Conduct formal and informal audits and inspections to ensure compliance with general orders and University policies. Foster communications and cooperation with other law enforcement agencies, departments, and personnel. Work with university leadership and campus partners to promote a positive perception of campus police and a safe campus environment. Cultivate partnerships with relevant offices to sustain a campus culture focused on diversity, inclusion, and trauma-informed practice. Track Public Safety Officer hours to ensure monthly compliance. Advise senior leadership on performance management and training needs to reduce use of force and citizen complaints. Design and manage a nationally known inspectional services process through writings, presentations and boards involvement. Provide training and experience speaking to large groups and facilitate learning in various formats. Oversee the learning management system for tracking and development of inspectional services functions. Oversee department-wide audit and inspection scheduling. Required: Job Qualifications
Bachelor’s degree in Criminal Justice, Police Science, Public Administration, Management, or related field. Minimum seven (7) years of broad experience in law enforcement or related field, with leadership, project management, and cross-functional team experience, including training, investigations, and supervision. Experience in conducting investigations. Understanding of contemporary law enforcement recruitment and selection strategies. Expertise in adult learning concepts; experience as a trainer and in designing training programs with evaluation components. Ability to develop and adhere to budgets; experience with strategic planning. Experience supervising civilians and/or sworn personnel. Understanding of NIMS, ICS and emergency management concepts. Organized, able to manage multiple projects with deadlines. Ability to coordinate with multi-disciplinary first response organizations and university administration. Excellent computer skills; proficiency in Microsoft Office and related tools. Ability to work independently and as part of a team; strong attention to detail. Commitment to professionalism and diversity in a university setting. Thorough understanding of law enforcement training and reporting regulations at all levels; subject to a comprehensive background investigation, including psychological and medical exam. Preferred
Master’s Degree. Progressively responsible law enforcement roles with supervisory/administrative experience. Graduate of the FBI National Academy or similar executive leadership program. Knowledge of Clery and Title IX. Understanding of university policing and law enforcement community. Job Competencies
