The Procurement Specialist performs specialized and standard procurement activities. Leads the evaluation of proposals and prepares competitive solicitations (county-level), invitations for bids, and other procurements. Performs contract negotiations for professional services and strategic sourcing meetings. Participates in special projects under supervision. Conducts market research, best practices investigations, and analyses of industry trends for specific procurement and contracting efforts. Solicits and reviews vendor performance information, ensuring compliance with strategic contracts and spending patterns to inform future procurement strategy. Develops and reviews specifications and statements of work for competitive solicitations. Assists with developing presentations and workshops on procurement solicitations, specifications, and contracting topics. Maintains/updates solicitation and contract information in systems including Oracle EBS. Role accountabilities
Participates in market research, best practices investigations, and industry trends analyses for specific procurement and contracting efforts. Solicits and reviews vendor performance information, reviews compliance with strategic contracts, and spend patterns to guide future procurement strategy. Assists with planning and coordination of major procurement events. Performs specialized and standard procurements. Leads evaluation of proposals for competitive solicitations or other procurements and participates in contract negotiations for professional services or strategic sourcing events. Provides guidance on procurement and contractual matters and ensures adherence to applicable procurement regulations. Acts as a liaison with contractors, departments, executive management, and other agencies for negotiations and procurement activities. Participates in special projects related to procurement strategic goals as a subject matter expert. Participates in training and presentations on procurement topics; prepares routine reports and documents for senior management. Serves on County committees and performs related duties as a Contract Negotiator. Performs data entry, develops solicitations, and reviews contract information in Oracle EBS and other systems. Performs other duties as assigned. Qualifications & Experience
Minimum Qualifications Associate’s Degree from an accredited college or university. Five (5) years of full-time procurement/purchasing experience within the past eight (8) years. OR Bachelor’s Degree from an accredited college or university. Three (3) years of full-time procurement/purchasing experience within the past eight (8) years. Preferred Qualifications One (1) year of full-time experience in contract processing, negotiation, or strategic sourcing. Experience using Oracle ERP, Microsoft Word, Excel, PowerPoint, and Adobe Acrobat. Current Certification in Public Procurement (CPPO or CPPB). Knowledge, Skills and Abilities Knowledge of public procurement, contract development, and negotiation principles; familiarity with Federal, State, and County procurement laws and procedures. Skill in developing and delivering trainings and presentations; strong verbal and written communication. Ability to monitor vendor performance and ensure compliance to develop future procurement strategy; ability to prepare complex RFPs and contracts. Ability to conduct market research and analyze industry trends; plan, coordinate, and execute major procurement events. Ability to provide process and technical guidance to staff; ability to serve as a senior-level resource in an area of expertise. Physical requirements

Arcadis offers benefits for full-time and part-time positions, including medical, dental, vision, EAP, 401K, STD, LTD, AD&D, life insurance, paid parental leave, rewards program, and optional wellbeing benefits, adoption assistance, and tuition reimbursement. Nine paid holidays and 15 days of PTO accrue per year. Salary range for this position is $55,000–$85,000 and varies by experience, education, budget, equity, project, and location.
