Overview
We are looking for a Senior Cost Engineer to join our FCC Team assigned to the MTA’s Second Avenue Subway Project. This position is based in New York, NY, and requires daily presence in the office and/or on construction sites. The MTA’s Second Avenue Subway project is a $7.7B expansion that will extend the Q Line from 96th Street into East Harlem, adding three new ADA-accessible stations at 106th, 116th, and 125th Streets. This long-awaited project will restore rapid transit access to a community underserved for decades, ease overcrowding on the Lexington Avenue line, and cut commute times—delivering a transformative impact for East Harlem residents and the city as a whole. This position will support the $2 billion design-build contract for Phase 2, which includes two tunnels that will enable the development of two new subway stations in New York, led by Connect Plus Partners (FCC Construction and Halmar International), combining extensive experience in large-scale infrastructure, complex tunneling, and urban transit construction.
Position Summary
Reports to: Project Controls Director The Senior Cost Engineer is responsible for overseeing project cost control, forecasting, and reporting for a large-scale infrastructure project. This role ensures the accuracy of budgets, commitments, accruals, and monthly cost reports, while supporting invoice validation, change management, and earned value analysis. Working closely with project controls, construction, and finance teams, the Senior Cost Engineer provides timely insights to support informed decision-making, maintains compliance with contract requirements, and contributes to the continuous improvement of cost management processes.
Responsibilities
Develop, maintain, and control detailed cost estimates, forecasts, and budgets across all phases of the project. Ensure tracking, forecasting, and progress monitoring meet specific project and contractual requirements. Oversee Earned Value Management (EVM) systems to measure performance against baseline budgets and schedules. Conduct in-depth cost variance analysis to identify trends, risks, and mitigation strategies. Coordinate with project controls, construction, procurement, and engineering teams to align scope, schedule, and budget. Participate in project handover and kickoff meetings to establish cost control procedures and accountabilities. Ensure consistent use of cost control tools, processes, and reporting templates across the project or portfolio. Supervise the implementation of Work Breakdown Structures (WBS) and project coding for control and integrity of work. Prepare and update comprehensive cost reports, cash flow projections, and financial dashboards for internal and external stakeholders. Conduct advanced financial analysis, ensuring accurate cost allocations and account coding. Generate executive-level presentations and performance summaries for senior management and clients. Support the review and evaluation of change orders, design changes, claims, and contract modifications for cost implications. Contribute to risk registers and mitigation plans by providing expert input on cost-related risks. Monitor and control commercial risks, providing recommendations for corrective actions when needed. Provide mentorship, guidance, and technical oversight to junior and mid-level cost engineers. Supervise and develop cost control staff, fostering a culture of continuous improvement and collaboration. Identify and implement improvements to cost engineering tools, processes, and procedures. Ensure compliance with project-specific contractual obligations, industry standards, and regulatory requirements. Document all cost control activities in accordance with internal and external audit standards.
Education and Qualifications
Bachelor’s degree in Civil Engineering, Construction Management, Finance, or related technical discipline required. Professional certification (e.g., CCP – Certified Cost Professional, PMP – Project Management Professional) preferred. Minimum 8–10 years of progressive cost engineering experience in large-scale construction or infrastructure projects. Demonstrated expertise in cost modeling, risk management, and cost control methodologies. Deep knowledge of construction cost databases, market trends, and cost estimating techniques. Proficiency with cost management systems, Earned Value Management (EVM), and scheduling software (Primavera P6 preferred). Strong analytical and problem-solving skills with the ability to synthesize complex cost data into actionable insights. Excellent communication, leadership, and team management skills.
Job Requirements
Strong knowledge of Earned Value Management principles. Proven experience and ability in financial analysis, budgeting, forecasting, estimating, and cost control. Proven ability to effectively lead Cost Control staff. Proven strong analytical skills. Ability to work effectively with all levels of management and employees.
Physical Demands
Work will be performed primarily in an office environment with regular interaction across project teams. Extended periods of computer-based work are required for cost analysis and reporting. Must be able to sit, type, and review technical and financial documentation for prolonged periods with high accuracy. Occasional site visits to active construction areas, including underground environments, with exposure to dust, noise, vibration, and variable weather conditions. Requires use of PPE during site visits. Requires strong visual acuity for cost data analysis, drawings, and technical reports. Flexibility to work extended hours during critical reporting cycles or project milestones.
