Overview
Utility Maintenance Specialist I/II/III- Wastewater role at City of Thornton, Colorado. The position involves outdoor work with a small crew on installing, scoping, fixing and maintaining city-owned utility pipes. CDL support is provided; assistance to obtain a CDL may be offered within the first year. Responsibilities
Perform scheduled maintenance and emergency repairs of water and sanitary sewer main lines, water service lines, valves, fire hydrants, manholes, and main line valve boxes. Operate heavy and light equipment for water and sanitary mainline repairs (e.g., backhoes, frontend loaders, shoring equipment, dump trucks). Conduct CCTV/video inspections of sewer main lines using CUES TV equipment to assess flow, restrictions, root intrusion, and overall integrity. Operate jet and jet/vacuum units to clean sanitary sewer main lines and remove debris from lines and manholes; utilize for potholing and watermain breaks as needed. Monitor and maintain water main line valves with valve exercising equipment; adjust and repair valve boxes and manholes as required. Perform fire hydrant flushing, maintenance and repairs; conduct scheduled fire flows. Maintain air-vacuum valves; inspect grease and sand/oil interceptors for local businesses. Follow, prepare, and generate standard operating procedures; use appropriate PPE; participate in asset management and equipment condition tracking; obtain quotes for procurement and budgeting. Perform shop, equipment, and yard maintenance; may serve on on-call rotation for snow removal; may work varying schedules and/or overtime. Assist with on-call responses to after-hours emergencies (water line breaks, sewer overflows, service calls) and locate lines as needed. Complete basic paperwork; read and interpret utility locate maps and basic blueprints; communicate effectively with team and public. Education/Experience
Utility Maintenance Specialist I: High School diploma or GED. Utility Maintenance Specialist II: High School diploma or GED; one year of utility maintenance/repair experience. Related combinations of education and experience may be considered. Utility Maintenance Specialist III: High School diploma or GED; three years of utility maintenance/repair experience, preferably in water and wastewater operations. Related combinations of education and experience may be considered. Licensing/Certification Requirements
Specialist I: Valid Colorado Class B Commercial Driver's License with tanker and air brake endorsements, or ability to obtain within 6 months of hire. Specialist II: Valid Colorado Class A Commercial Driver's License with a safe driving record; valid Class I Water Distribution or Class I Sewer Collection Certification required. Specialist III: Valid Colorado Class A Commercial Driver's License with a safe driving record; valid Class II Water Distribution or Class II Sewer Collection Certification required. Knowledge, Skills, And Abilities
Knowledge of City of Thornton policies, procedures and goals; knowledge of safety and vehicle operation regulations. Skill in safe operation of assigned equipment; basic mathematical calculations; following written or verbal instructions; strong communication and relationship-building abilities. Ability to learn procedures for asbestos pipe handling, excavation, trench safety, traffic control safety, fall protection, confined spaces, and PPE; ability to read utility locate maps and GIS data. Ability to adapt to changing priorities; lead and direct crew with minimal oversight (specialist III); ability to complete advanced reports for capital improvement projects. Position requires listening, speaking, standing, walking on uneven surfaces, bending, stooping, climbing, and lifting up to 50 pounds; exposure to fumes, dust, and outdoor weather; potential confined spaces and heavy vehicle traffic.
