Overview
We are seeking a highly skilled
Senior Technical Writer/Editor
to support the Department of Defense's Test Resource Management Center (TRMC). This role is key in producing clear, mission-aligned documentation in support of TRMC's planning, oversight, congressional reporting, and technical execution initiatives. As part of TRMC's support team, you will work with engineers, program analysts, acquisition staff, and senior leadership to ensure that technical documents, policies, plans, and formal reports are accurate, cohesive, and compliant with DoD standards and congressional communication requirements. Your ability to translate technical work into precise, mission-aligned documentation— including communications to Congress — will directly impact defense readiness, funding, and strategic oversight. ________________________________________ Key Responsibilities
Develop, revise, and manage technical documentation including test plans, capability assessments, program acquisition artifacts, technical assessments, engineering reports, cybersecurity documentation, and system descriptions. Draft, edit, and format formal reports, briefings, and responses for Congress, ensuring clarity, consistency, and compliance with legislative requirements and DoD reporting standards. Translate complex engineering or programmatic content into accessible, high-level executive summaries suitable for congressional stakeholders and senior government officials. Edit and structure documents for grammar, tone, clarity, and alignment with DoD, TRMC, and federal documentation standards. Ensure documentation meets the requirements for classified and unclassified handling, in accordance with current policy, and applicable cybersecurity protocols. Collaborate with SMEs, program managers, and technical staff to gather source material and maintain version-controlled documentation across all project phases. Support the preparation of briefing materials, white papers, decision memos, and capability development documents for internal and external dissemination. ________________________________________ Minimum Requirements
Bachelor's degree in English, Technical Writing, Communications, Engineering, or a related field. Masters degree highly desired. 8+ years of experience as a technical writer/editor in a DoD or federal environment. Demonstrated experience drafting or editing formal reports or responses for Congress or high-level DoD oversight offices. Familiarity with the DoD acquisition lifecycle and test & evaluation documentation processes. Excellent writing and editorial skills, with a strong grasp of plain language principles and technical style guidelines, formal writing and editorial standards. Proficient with Microsoft Office, Adobe Acrobat, and version control/document collaboration platforms. Experience working with classified documents and adhering to applicable markings and controls. Active Secret clearance required. ________________________________________ Preferred Qualifications
Experience supporting TRMC, DOT&E, OSD T&E, or defense test and evaluation organizations. Highly desired familiarity with T&E events, range operations and cyber test environments. Familiarity with preparing materials in support of Congressional Justification Books (CJBs), Program Element Descriptions (PEDs), or Budget Exhibit narratives. Understanding of federal acquisition documentation such as program plans, capability development documents (CDD), and system performance evaluations. Certifications such as CPTC (Certified Professional Technical Communicator), Security+, or PMP highly desired.
