In a fast-paced environment like ours, priorities can change rapidly. This role includes, but is not limited to, the following responsibilities: Act as project engineer/project manager for water, sewer, roadway, and utility capital improvement program (CIP) projects—developing work plans and preparing contracts. Prepare and maintain fully integrated CPM schedules: baseline development, monthly updates, critical-path and delay analysis, trend forecasting, and resource loading using Primavera P6, CM14, or Oracle Unifier. Track contractor progress against milestones; identify delays, perform time-impact analyses, and recommend corrective actions. Review and process submittals, RFIs, shop drawings, change-order proposals, and payment applications; document time-and-material and unit-price work and advise on budget adjustments. Coordinate stakeholder reviews and meetings; serve as public liaison at hearings and conferences. Conduct constructability and design-standard reviews of plans and specifications; provide recommendations for technical adequacy and conformance with design manuals and regulatory requirements. Perform cost-control analyses; monitor fiscal status of projects; forecast future budget needs to support CIP development. Review deliverables, timesheets, and documentation for completeness and compliance. Requirements
Essential Skills and Experience: Bachelor’s degree in civil engineering, construction management, or related field plus five (5) years of responsible experience in construction scheduling, project control, or CIP project management. Equivalent education and experience may be considered. Valid driver’s license. Certification in CPM scheduling (e.g., PMI-SP or Primavera P6 Professional). OSHA 30-hour Construction Safety certification is desirable. Professional Engineer (P.E.) registration. Knowledge of CPM scheduling, project and program management principles, and cost-control practices. Ability to interpret and enforce contract documents: plans, specifications, design manuals, and codes. Proficiency with scheduling and project-tracking software (Primavera P6, CM14, Oracle Unifier) and Microsoft Office/SharePoint. Strong negotiation skills and excellent verbal and written communication; ability to represent the agency in public meetings and multi-stakeholder forums. Skill in preparing clear, concise technical reports, meeting minutes, and budget forecasts. Ability to coordinate multiple projects simultaneously.
