As part of the continued growth and innovation of our Capital Project Delivery service offering, ERM has an opportunity for an experienced biologist/regulatory specialist to join our global consulting firm as a Consulting Director, Planner/Regulatory Specialist, Power and Renewables. The ideal candidate will have experience conducting and leading environmental permitting efforts with California utility companies along with technical expertise in leading natural resource permitting, CEQA/NEPA, and large-scale capital projects in California. The role involves selling and delivering services to advance ERM’s reputation for supporting development of complex projects. Responsibilities

Serve as Expert Biologist/Regulatory Specialist for environmental impact assessment under CEQA- and NEPA-related activities and natural resource permitting in support of ERM clients’ capital projects (e.g., data centers, power generation, electrical transmission, renewable energy projects). Oversee the preparation of technical studies and impact assessment documents (e.g., Environmental Impact Reports, Mitigated Negative Declarations) in various resource areas, serving as program manager, lead technical expert, or QA/QC as needed. Lead programs to develop permit strategies, specify best management practices, oversee the preparation of permit applications, and negotiate conditions with applicable state and federal agencies. Direct permitting and compliance for telecom, energy infrastructure, and other linear development projects with emphasis on permits and consultations with agencies such as US Army Corps of Engineers, California Coastal Commission, US Fish and Wildlife Service, California Fish and Wildlife Service, and Regional Water Quality Control Boards. Contribute to a select group of account teams, collaborating with Account Directors/Managers on client development, sales, and delivery of ERM’s consulting services to the electric/gas transmission and generation siting/development markets. Demonstrate business value and pursue strategic opportunities for ERM within client organizations. Participate in building a high-performance team, overseeing and mentoring staff consultants, and identifying emerging talent for growth and expanded responsibility. Collaborate in a cross-functional environment to build ERM’s global business, drive innovation within the Impact Assessment and Planning service offering, and differentiate ERM in the market. Meet health & safety, financial targets, project budgets and schedules, client satisfaction, and internal risk management requirements. Requirements

BS in biology, environmental science or related field. 8+ years of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California. Business acumen to understand risks and opportunities, and to provide enterprise-wide solutions for clients. Proven track record delivering multi-million-dollar environmental programs or winning large projects. Established relationships with California utility companies (e.g., PG&E, SCE, Sempra) to leverage opportunities. Ability to cultivate new client relationships in collaboration with account teams. Strong knowledge of CEQA/NEPA impact assessment and related best practices; experience with CEQA/NEPA documents and California Public Utilities Commission General Order 131-D preferred. Recognized technical expertise and reputation with regulators relevant to CEQA impact assessments. Strong people leadership skills and a commitment to developing a team. Positive, collaborative attitude aligned with ERM’s values. Preferred: MS in biology, environmental science or related field. 15+ years of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California (preferred). Compensation: For the Consulting Director, Planner Regulatory Specialist position, anticipated annual base pay is $138,383 – $198,146 (USD). Final pay is based on factors including education, qualifications, experience, location, performance, and business needs. Bonus eligibility and other compensation are at the company’s discretion.
