TITLE:
Asst. Mgr. – Process Safety Management Engineer POSITION OBJECTIVE This position is responsible for Process Safety Management (PSM) and Risk Management Plan (RMP) compliance at Baton Rouge manufacturing facility. This individual leads technical PSM/RMP compliance and oversees the site PSM/RMP programs and ensures regulatory conformance, continuous improvement and risk reduction at the Baton Rouge site. The position will have additional responsibilities supporting the site Safety/Health Director on additional initiatives such as MOC oversite, KMS (Visium) and ISO compliance, B-1/B4, 3rd party audits, contractor management, and site PSM/RMP programs. Major Areas of Accountability
Managing & Implementing the Process Safety Management (PSM) and Risk Management Plan (RMP) at the Baton Rouge site ensuring systems, procedures, competency, and best practices are developed and applied. Assuring PSM/RMP programs are audited to ensure regulatory compliance and the pursuit of best-in-class performance. Oversee Facility Siting compliance and Insurance recommendations. Providing technical support to the site for PSM/RMP systems/programs/projects. Assist in resolving issues arising from incidents, audits or specialty assessments/projects. This includes oversite in the Incident Investigation process for QA/QC. Preparation of technical reports such as RMP resubmissions, PSM/RMP related agency/audit/third party presentations/meetings/correspondence. Reducing work site incidents via investigation oversight and specific actions to prevent reoccurrence. Provide oversight and technical assistance in MOC. Oversee site safety professional in electronic permit compliance/updates. Providing timely information on performance trends, investigation status, overdue MOC's, and corrective actions for incidents/near misses. Oversee B1 completion/B4 closure. Assuring Aspect & Impacts procedures are adhered to and/or revised to meet ISO requirements. Coordinating PSM/RMP training/orientation of employees and ensure training is current and meets regulatory requirements. Oversee contract workforce compliance through CPM staff. Work with other leaders to identify improvement in existing training and introductions of new, best practice training tools and resources. Ensure proper documentation of all safety-related training. Qualifications
10+ years of experience in petrochemical facility including implementation of OSHA's Process Safety Management, or Process Safety Professional certification, with strong background in hazard analysis studies (PHA / LOPA), incident investigations, and Management of Change as well as other elements of PSM/RMP. Technical Skills
Strong project management experience and written and oral communication skills required. Comprehensive knowledge of the OSHA, PSM, and EPA regulations, experience in the Interpretation of local and state environmental and safety and standards Knowledge of WorkFlow, KMS (Visium platform), and B1/B4 systems and department responsibilities and procedures. Familiar with Word, Excel, and HAZOP software (such as PHAPro). Education
Bachelor of Science Degree in Engineering Curriculum and/or 10+ years in PSM/RMP role. Other Certification/Training Required
Process Hazard Analysis Leader training (focus on HAZOP), Layer of Protection Analysis (LOPA), and Safety Instrument System (SIS). Other Requirements
Must meet all safety requirements Must have regular, reliable attendance as well as the ability to work outside the regular schedule as required including frequent overtime for time sensitive projects Must demonstrate exceptional teamwork and customer service; behave professionally; treat others with respect and dignity Must have good oral and written communication skills Must be able to handle and manage the stress associated with the position, often changing from one task to another of a different nature. Must be able to travel to offsite locations or other business functions as needed (requirement to travel means having a valid driver's license and being prepared to drive a motor vehicle and to fly with overnight stays required). Must implement/educate/train and adhere to all company policies and procedures including but not limited to, ISO, personnel, quality, environmental, health, safety, regulatory and company requirements. Must be able to collaborate by integrating and utilizing cross-functional Internal Contacts and External Contact resources to impact Department goals and results optimally. Climbing, ascending or descending ladder, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized. Balancing, maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery or erratically moving surfaces. Hearing, perceiving the nature of sounds with no more than a 40-db. loss @ 500 Hz, 1,000 Hz, and 2,000 Hz with or without correction, Ability to receive verbal communication and to make fine discriminations in sound such as when adjustment on machined parts.
